Cambio Consulting Group LLC is seeking to hire a full-time Program Manager (PM) with 5+ years of experience to support the United States Department of Agriculture (USDA) Office of Homeland Security (OHS) to take an active role in assisting in a number of strategic initiatives. OHS also provides security management of USDA's Headquarters facilities in the National Capital Region (NCR) and 24/7 operations center support to USDA emergency response and program operations nationwide. The USDA needs an individual that is capable of working independently, has a customer service focus, and willing to support OHS Leadership with overall responsibilities in managing significant homeland security personnel, budgets, and division-specific programs on a daily basis. This position will require coordination, management, and tracking of initiatives as well as communication with top leaders and executives regarding status updates.
This will be position will be Onsite (75%) and Remote (25%) of the time weekly. There is a minimum of eight hours per day, Monday – Friday, from approximately 8:00 AM – 4:30 PM EST except for federal holidays.
The PM will support the department within the following areas/tasks:
1. Provide communication subject matter expertise for the Office of the Director and divisions and all organizational employees. These services include but are not limited to: continual review and revision (in accordance with USDA OCIO and OC specifications) of all OHS websites.
2. Review the organization’s divisional priorities, milestones and deliverables from a perspective of consistent homeland security processes and policies.
3. Establish baseline performance programs distributed between OHS Leadership and divisional priorities.
4. Support the USDA SAAR/CEC IT support application by making requests, tracking request status, as well as tracking OHS’s IT inventory and updating OHS leadership monthly on IT equipment status.
5. Establish OHS Leadership information tracking processes, procedures and metrics.
6. Establish OHS Leadership document tracking processes, procedures, and metrics.
7. Provide security management expertise, on an as required basis, through the delivery of requested presentations, meeting attendance, data entry, documents, information research, and/or other management deliverables.
8. Presentation and meeting support for the USDA Security Council.
9. Presentation and support for all Federal Employee Viewpoint Survey (FEVS), cultural transformation and civil rights initiatives as prescribed by the Contracting Officer Representatives (COR) or Technical Point of Contact (TPOC).
10. Presentation, documentation development, and meeting support for all security transition efforts.
11. Support all OHS’s engagement in all USDA Plain Language tasks, events, and meeting support.
12. Provide general budget support to include:
- Evaluation of current method for tracking interagency reimbursable agreements.
- Implementation and continuous updating of a new method for interagency reimbursable agreement tracking if indicated based on review and upon decision of the Government.
- Provide analysis of budget expenditures.
- Track all OHS incoming and outgoing IAA’s as well as AD-700 expenditure documents.
Requirements:
- Program management experience of 5+ years
- 3 – 10 years of Consulting Experience
- Big four consulting firm experience or similar
- Excellent communication skills
- Excellent organization and management skills
- Significant experience with MS Suite tools (Power point, Word, Excel, SharePoint)
- Minimum Education: Bachelor’s degree
- Must be a U.S. Citizen
- Must be able to pass a Government Security Clearance
- Aware and prepared for all meetings
- Customer-service driven
- Ability to pass the Information Security Awareness exam to access USDA’s computer network
- All contractor employees must read, write, speak and understand English fluently
