The Opportunity
WSDOT is currently seeking a Transportation Engineer 2 to serve as an Assistant Office Engineer for the Lacey Project Engineer Office (PEO). The Assistant Office Engineer will independently perform skilled journey level technical work in support of engineering projects. At this level, the employee is expected to exercise initiative and judgment in independently carrying out assignments according to established policies, procedures, and standards. This position provides essential support in monitoring contractor’s business activities during construction and ensuring project paperwork is performed in accordance with contracts. This position independently performs contract payments, reviews of pay note documentation, approval of pay note documentation and audits the contractor on their business practices.

What to Expect
Among the varied range of responsibilities held within this role, the Assistant Office Engineer will:

Prepare and generate progress estimates; review and verify payment documentation; compile wage and equipment rates; and monitor and adjust all payments for materials on hand, review contractors’ payrolls, Diverse Business Program goals, apprentice utilization and training programs.

Review and process material documentation and maintain Record of Materials (ROM).

Prepare plans, specifications, and estimates for change orders, review construction schedule, prepare justification records and change order checklist and track change orders in construction Contracts Information System.

Process, track, and coordinate design build documentation.
-
Prepare design documentation, plans, estimates, special provisions, specifications, and other information needed for completion of plans, specs, and estimates (PS&E).

Inspect and direct the inspection of highways and highway structures; ensure conformance to plans and specifications; and validate complete and accurate field records; review quality and quantities, and prepare cost estimates, pay notes, and diaries.

Serve as inspector of a specific construction project or act as a roving inspector for the Project Engineer on more than one project at a time with general responsibility over subordinate inspectors.
Inspection work is performed outdoors in inclement weather on construction sites in daytime and nighttime; requires traversing rough, steep, and uneven terrain.
Qualifications
To be considered for this opportunity, one of the following are required:
-
Certification as an Engineer-In-Training AND one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent experience, such as contract or office administration, document control or contract compliance.
OR -
Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent experience, such as contract or office administration, document control or contract compliance.
OR -
A master’s degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or a closely related field.
In addition to one of the above, the following are also required:

Knowledge and understanding of engineering principles, methods, and practices.

Knowledge of construction practices and contract administration.
-
Knowledge and understanding of contractor/owner relationships and basic contract law.
-
Knowledge and understanding of material testing procedures.
-
Proven skills in research and interpret contract provisions, plans, drawings, and details.
-
Written, verbal, and presentation skills to communicate information effectively and professionally to a diverse audience, including those with non-technical backgrounds, both virtually and in-person, using a variety of electronic media, including, but not limited to telephones, email, text, video conferencing, and computer conferencing.

Proven skill to examine, develop and propose alternate solutions to complex elements of a project. Experience in reviewing engineering plans and specifications for compliance with established standards.

Experience in being able to effectively work both individually, prioritizing workload and handling multiple assignments, and within a diverse team environment.

Proficient in operating Windows based computers and software, such as MS Office Suite, including Excel, Word, SharePoint, and Outlook; and computer applications involving databases and computer aided engineering software.

Possession of an unrestricted valid driver’s license to operate vehicles in Washington State.
-
Ability to transport, move, and manipulate various types of equipment, including a Nuclear Density Gauge, weighing up to 35 pounds.
It is preferred that qualified candidates also have:

Certification as an Engineer-in-Training or Licensed Professional Engineer in Washington State.

In addition to the salary range listed, a general wage increase of 3% will be applied for all state employees on July 1, 2024.

Travel is an expectation of the position and may be required on a regular, sporadic, or as needed basis. Regular travel to and from construction sites to perform inspection and/or materials testing in assigned geographic area; occasional travel to other office locations to attend meetings or training.

In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
