JOB DESCRIPTION:
Under the supervision of Street Operations Superintendent, the Supervisor is a field supervisor who oversees and maintains the City’s installation, maintenance and operations of city-wide traffic control devices, traffic signals, streetlights, school flashers and pavement markings. This position supervisors the signal technicians and the signs and markings technicians. Responsibilities of this type of work include installation, testing, inspection, troubleshooting, repair, maintenance and operation of traffic signals, school flashers and other technical traffic control devices. In addition, this position is responsible for programming signal controllers, installing and programming detection systems, communication systems and other traffic signal devices.
EXAMPLES OF WORK TO BE PERFORMED:
· Support and assist the Street Operations Superintendent in daily and long-term goals and operations of the department.
· Manage the daily and long-term duties of the signal technicians and signs/markings.
· Responds to trouble calls on equipment malfunctions, identifies problem, repairs or replaces faulty equipment, documents trouble calls and problem resolution.
· Continually monitor field crews and work progress to ensure that the work being performed meets a high standard of quality and efficiency.
· Maintains complete and accurate records related to signals, signs and markings.
· Aide in the preparation of annual operating budgets by keeping inventory of costs and quantity for materials and supplies.
· Monitor and ensure the proper use; operation and handling of all equipment including bucket trucks, crew vehicles, jackhammers, small engine equipment, etc. used in daily maintenance tasks to extend equipment life and reduce repair costs.
· Responsible for hiring, performance reviews, disciplinary actions, and training of crew members in safety, operations, and technical training to protect themselves and increase their skills, knowledge, and job performance.
· Respond to customer complaints and prepare and maintain detailed records of events.
· Understand, conform to, and enforce the policies and directives of the Street Operations Superintendent.
· Performs complex electronic repairs and rewires systems, adjusts and reprograms equipment/systems and replaces signal controllers and other electronic devices.
· Program and perform diagnostics on traffic controllers.
· Identifies solutions regarding signal timing and traffic congestion.
· Assists with developing specifications and justification for equipment procurement.
· Consults with Department personnel, manufacturers and/or vendors regarding equipment operation, design, installation, equipment failure, complex repairs, or replacement recommendations.
· Inspects traffic control devices construction methods, workmanship, and maintenance procedures to ensure contractors build, install, maintain, and repair traffic control related equipment in accordance with plans, specifications, and contract requirements.
· Assist in evaluating the costs of integrating new equipment.
· Reads and interprets signal plans, schematics, and other diagrams.
· Responsible for assigning and being on schedule for afterhours trouble calls.
· Perform other Street Operations activities as needed or directed.
· Monitors and modifies, as directed by the Transportation Engineer, signal timing along corridors.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES:
- Providing effective direction, leadership, and training
- Operating a computer with proficiency in Microsoft Word, Excel, email, and work order software
- Working Knowledge of the Texas Manual on Uniform Traffic Control Devices.
- Knowledge of common principles, practices, equipment, materials and methods used in the installation and maintenance of traffic control devices.
- Knowledge of programming, operation and diagnostics of signal controllers
- Ability to analyze problems and plan solutions.
- Working knowledge and ability to use tools and equipment as needed in maintenance activities.
- Effective oral and written communication skills.
- Valid Class A Texas Driver’s License or ability to obtain in 6 months.
REQUIRED EDUCATION, TRAINING AND EXPERIENCE:
· High School diploma and minimum of 7 year’s experience in the installation, maintenance, and repair of traffic control devices with increasing areas of responsibility.
· Knowledge and experience with Econolite controllers and Centracs software
ESSENTIAL PHYSICAL FUNCTIONS:
· Ability to work for long periods of time in inclement weather conditions.
· Ability to carry, hold, lift and pull at least 50 lbs.
· Ability to climb, crawl, kneel, sit, squat, stoop, twist and walk while performing duties.
· Ability to use hand tools in an overhead posture for long periods of time.
· Comfortable performing aerial work while positioned over heavy traffic congestion.
