The Assistant Director of Community Services Agency Head Start/ Early Head Start is responsible for coordinating and directing all program and administrative services for the Head Start and Early Head Start Program under the supervision of the Head Start/ Early Head Start Director. The position leads the development of grant applications with support from the Director and Management Team. It also provides guidance to Management level staff in the absence of the Head Start Director and ensures full compliance with State and Federal regulations while promoting knowledge of and compliance with Head Start Performance Standards and regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Assists the Head Start Director in administering and guiding the provision of services under the Head Start and Early Head Start grants through compliance with State and Federal regulations and adherence to the Head Start Performance Standards;
- Facilitates the Professional Development of Managerial staff for the Head Start/Early Head Start Program by development and implementation of training plans in a wide variety of Head Start accountability areas including but not limited to data analysis, strategic planning goal setting monitoring and supervision support;
- Assists in the preparation, implementation, and monitoring of the Head Start budget in coordination with the Head Start Head Start Director and the Finance Director;
- Develops efficiency plans to maximize budget impact and prepare funding applications to supplement the basic Head Start funds for program improvement initiatives such as full day;
- In collaboration with the Management team, establishes and monitors performance goals and participates in effective and efficient program planning and implementation to ensure the delivery of high-quality programs for children and families;
- Trains staff in the Head Start Performance Standards and ensure compliance with Head Start Performance Standards in all service areas;
- Collaborates with the Head Start Director on development of Head Start and Early Head Start program systems, policies, and procedures. Self-assessment, Program Information Report, Program Improvement Plan, T and TA Plan and Long and Short-Term Goals;
- Prepares the Annual Report, HS/EHS Grant Applications, Program Budget and Community Needs Assessment working in coordination with the Head Start Director;
- Prepares accurate and timely reports for the Board, Policy Council funding sources and any other required parties;
- Maintains continuous lines of communication, keeping the Head Start Director and the CEO informed of all critical issues;
- Represents the CSA Head Start and Early Head Start Programs throughout the community by serving on Boards and Committees, cultivating partnerships, and participating in community initiatives to benefit low-income families and children;
- Travels to all sites on a regular basis;
- Supervises staff and ensures the safety and compliance of all facilities along with timely completion of work orders and improvements;
- Leads the planning and implementation of the Policy Council. This includes leading the meetings, agendas and notes as well as ongoing training as needed;

EDUCATION AND EXPERIENCE
Required:
A minimum of a Baccalaureate degree and experience in Early Childhood Education, supervision, and administration, Master’s Degree Preferable.
PHYSICAL DEMANDS
- Requires the ability to exert some physical effort, such as walking, standing and light lifting, minimal dexterity in the use of fingers, limbs, and body in the operation of office equipment.
- Requires the ability to maintain effective audio-visual discrimination and perception required for communicating with others.
- Requires the ability to travel to all site locations.
- May require extended periods of time at a computer.
