Compensation Package:
- Yearly Salary: $65,000 - $70,000 MAX
- Exceptional Benefits Package including eligibility for the Public Service Loan Forgiveness (PSLF) Program

Position: Recruitment Specialist II
Location: Lanham, MD. - In Office
Role Overview:
As a Recruitment Specialist II, you will develop and implement strategies to attract, hire, and retain a diverse and well-qualified staff. Your efforts will directly contribute to achieving the mission, goals, and objectives of Total Care Services, Inc. You will focus on hiring supportive personnel for persons with intellectual and developmental disabilities in Maryland or Direct Support Professionals in Washington, D.C., along with other crucial roles across the organization.
Key Responsibilities:
- Full Cycle Recruiting: Lead all stages of the recruiting process including preparing, sourcing, screening, interviewing, and hiring. Ensure compliance with all employment laws and adherence to Total Care Services, Inc.’s policies and procedures.
- Candidate Evaluation: Determine applicant qualifications through interviews, response analysis, reference checks, and comparison of qualifications to job requirements and the ideal candidate profile.
- Documentation Maintenance: Keep accurate records of applicants and candidates throughout the hiring process within the applicant tracking system and other relevant systems for all assigned positions.
- Interview Coordination: Arrange management interviews by coordinating schedules, escorting applicants to interviews, and arranging company tours, whether virtually or in person.
- Hiring Manager Partnerships: Establish strong relationships with assigned hiring managers to identify current staffing needs and develop quality candidate profiles.
- Recruiting Goals and Metrics: Meet or exceed established recruiting goals by analyzing vacancies and building candidate pipelines to support organizational growth.
- Candidate Pool Management: Maintain a pool of quality, diverse candidates by developing relationships and conducting outreach through various recruitment methods such as web-based tools, community centers, job fairs, networking, and collaborations with local resources.
- Candidate Experience Improvement: Identify and implement strategies to enhance the candidate experience throughout the recruitment process.
- Sourcing for Challenging Roles: Employ innovative sourcing methods for hard-to-fill roles to attract top talent.
- Industry Engagement and Development: Stay informed about recruiting industry trends, especially in the healthcare field, by participating in educational opportunities, reading professional publications, maintaining personal networks, and engaging in professional organizations.
- Mission Alignment: Ensure that priority vacancies are filled quickly to fulfill the organization’s mission.
- Ad Hoc Responsibilities: Perform other duties as assigned to support the recruitment department and organizational needs.
Requirements:
- Minimum of a Bachelor’s degree (BA) in Human Resources, Business Administration, or related field.
- At least 2 years of solid non-profit experience in the social services or healthcare field and 3+ years of relevant recruiting and hiring experience with demonstrated results.
- Strong knowledge of employment law and HIPAA regulations.
- Proficiency with HCM systems; Paychex HRIS experience a plus.
- Experience with full-cycle recruiting and employee branding techniques.
Preferred Qualifications:
- Knowledge of Paychex Applicant Tracking System.
- Bilingual (Spanish/English) writing and speaking skills.
- Experience recruiting for a multi-enterprise organization or through an agency.
- Relevant recruitment certifications (LinkedIn Certified Professional Recruiter, Certified Internet Recruiter, etc.).
