The Director of Subsidized Programs provides leadership, day-to-day oversight and direction to the Subsidized Programs Management department. The Director is responsible for planning, development, implementation and monitoring of the assigned Subsidized Programs Projects. They are responsible for interpreting federal, state, and local regulations regarding the implementation of programs, and make policy recommendations to ensure departmental compliance. Additionally, through outstanding leadership, the incumbent works toward meeting department and company performance standards and goals. Essential duties include working through the Department Managers and Supervisors; enabling them to foster a culture of service excellence by effectively leading, managing and holding teams and people accountable for the successful execution of project deliverables and performance requirements. The Director will be responsible for creating and maintaining strong client relationships, ensuring the upmost trust and confidence between AMA and its customers.
Requirements:
- Take ownership of the successful execution of project deliverables. Driving people and performance by fostering an environment of self-driven results, integrity, proactivity, and accountability across all projects and teams.
- Manage Project Budgets in accordance with contractual agreements. Monitoring and controlling expenses, making strategic decisions to optimize resource utilization.
- Collaborates with the Program Management Executive Team on the implementation of corporate and strategic visions
- Foster and cultivate stakeholder relationship levels, as well as assisting in identifying new business opportunities
- Supporting the drafting of proposals and determining cost effectiveness of prospective service delivery
- Monitors and reviews production, quality control and data integrity of transactions completed by the department and ensures that project requirements are being met.
- Prepare Department and staff reports
- Promote open communication between teams, departments, and divisions
- Oversee and approve direct report time sheets timely
- Set standards for providing excellent customer service and production
- Facilitate staff meetings as needed
- Assist with development and implementation of department strategic plan
- Establish and maintain strong collaborative relationships with internal staff and departments, owners, landlords, community and other housing related departments or agencies to achieve goals
- Participate in the selection, training, motivation, and evaluation of assigned personnel; provide or coordinate staff training, ensures timely completion of performance plan, evaluations and disciplinary actions
- Review and approve program related course materials, both external and internal curriculum. Work with the training department in ensuring that all material is accurate and effectively delivered to clients and staff. Provides guidance and instructions on the delivery and presentation of course materials.
- Provide consulting and technical assistance to clients as needed to support in the effective and compliance execution of subsidized programs
- Remain familiar and current with subsidized housing programs and regulations. Adjust policy and procedures as needed.

- Periodic visits to client, as required
- Perform other duties as assigned in a Hybrid role
Requirements
- Working knowledge of subsidized housing programs: HCV (including MTW), Public Housing, Tax Credit
- Communicate professionally and effectively with government officials
- Experience working in a high-performance environment
- Excellent leadership skills
- Knowledge of, and skilled in, risk analysis and data evaluation
- Advanced/Expert knowledge of Microsoft Office
- Obtain certification in Executive Management withing 120 days of employment
- Strong public speaking and presentation skills
- Occasional travel to office, as required - expected up to 75% (subject to change)
Education/ Experience Required
- Minimum of 10 years’ experience managing successful subsidized housing programs
- Demonstrated experience of interpreting federal, state and local rules and regulations
- Demonstrated experience in establishing and writing Administrative Plans and Standard Operating Procedures
- Demonstrated experience of managing compliant federal programs
- Demonstrated experience in proper financial management of programs
- HCV Program Management Certificate, preferred
- Tax Credit Management Certificate, preferred
- Public Housing Management Certificate, preferred
- Fair Housing & Reasonable Accommodation Certificate, preferred
- HCV Financial Management Certificate, preferred
- Bilingual preferred but not required
- Proficient with Housing Software’s and Microsoft Office
