Unified Industries Incorporated (UII) has an immediate opportunity for a Quality Assurance Specialist to support the Washington Metropolitan Area Transit Authority (WMATA) Office of Quality Assurance, Internal Compliance, and Oversight (QICO). Candidate will support the Quality Assurance staff supporting the areas of engineering and quality assurance, regulatory compliance, and oversight to ensure compliance with internal standards and policies and applicable federal, state, and local regulations, with the objective of safeguarding the mission success of the agency.
Job Responsibilities
The Quality Assurance Specialist candidate will be responsible for supporting the following activities:
QA and Compliance Audit, Inspection & Investigations Activities
- Support transit engineering, maintenance, service delivery, and safety and security functions, identify underlying issues including systemic items, recommend preventive/corrective actions
- Perform quality audits, inspections, and investigations to evaluate, analyze or review conformance to standards for a service, process, product, or system; compliance with internal policies and procedures; and/or compliance with laws and regulations
- Measuring, examining, testing, or gauging of one or more characteristics of a work process, product, or service, comparing results with specified requirements to establish conformity
- Compliance - Experience in proofing and evaluating procedures, work instructions, policies, manuals, and other technical documentation for QMS reviews
- ISO - Familiarity with ISO 9001-2015 within a QM environment (preferably transportation or manufacturing).
- Relationship Building – Excellent written and oral communication skills with demonstrate ability to build strategic partnerships with internal stakeholders and interface with all staff levels from individual contributor to executive/senior management to drive QM initiatives.
- Technical Writing – Experience drafting technical documents for all audiences and collaborating with subject matter experts to refine documentation as needed.
- Project Management - Ability to work within project parameters to ensure timely execution of deliverables and associated milestones.
- Conduct stakeholder meetings, present relevant information, ask and respond to questions, and obtain detailed updates and commitments from department Champions regarding Quality Management System Plan (QMSP) Implementation phase tasks.
- Provide Quality Management Plan (QMP) development support, including shell creation, initial updates, and Core document retrieval/compilation.
- Facilitate development working sessions as needed in conjunction with the review of initial/revised documents for QMSP compliance.
- Accurately update QMT trackers to record document receipt, review completion/return, and summation of weekly progress by assigned Organizations within the prescribed time limits. Ensure that all updates comply with internal procedures and work instructions.
- Support the enterprise-wide adoption of MetroDocs through the development of training resources, Champion/Document Controller training assistance and implementation schedule oversight.
- Perform other ad hoc assignments assigned by QMT management to address Quality or Metro requests.
Desired Experience/Qualifications/Education
- Minimum of a bachelor’s degree in Business, Urban Planning, Quality Assurance, Project Management, or a related field from an accredited University
- Minimum of 3 years of experience in quality assurance/quality control and/or infrastructure projects
- In lieu of a bachelor’s degree, a high school diploma and 5 years of progressively responsible project/program and business experience in a Quality Assurance quality, industrial, manufacturing, and reliability engineering as well as a strong understanding of maintenance and operations environments will be considered
- Working knowledge of QMS and ISO 9001
- Must have excellent written and oral communication skills to interface with executive, senior and mid-level management driving large-scale initiatives successfully throughout the organization
- Self-starter requiring limited oversight and able to work on and deliver multiple tasks
- Experience developing various reports to include detailed reporting as well as higher-level executive reporting
- Ability to build relationships and obtain stakeholder buy-in to Document Quality Management efforts
- Public Transportation/Rail experience a plus
