Responsibilities
Peraton is seeking a
Technical Project Manager / Scrum Master with both Agile and Waterfall SDLC experience to support our DoED FSA Program. As a member of our PMO, the Technical Project Manager is ultimately responsible for directing execution of all aspects of critical initiatives in a highly secured environment consisting of multiple AWS Cloud environments, on premise Data Center hosting services, networking services, application integration services, and multiple areas of security support. Therefore, this position demands exceptional communication, collaboration and coordination skills working across internal and external technical groups with a fundamental technical understanding of these technologies.
The ideal candidate must effectively manage and meet deadlines within tight schedules and be able to quickly reprioritize tasks without loss of productivity. You will be a proactive, have excellent time management skills, admirable organization, and can demonstrate an extraordinary knowledge of project management methodologies. In addition, you must be adaptable, possess the ability to manage risks and issues, and effectively articulate complex, technical concepts to non-technical audiences.
To be successful in this role, you must possess a diverse experience in the development, integration, operations and/or maintenance of complex systems and technologies including AWS GovCloud cloud services and Cloud orchestration as the majority of projects will focus on the migration of applications and databases on-premise to Cloud systems. You must also have demonstrated project coordination experience leveraging DevSecOps processes and a technical fortitude that allows you to coordinate project execution across all technical groups to include security, access management, virtual development desktop and networking using established agile and waterfall best practices. A high level of professionalism in all customer interactions, maintaining a positive and solution-oriented approach, even in challenging situations, is non-negotiable.
As a Technical Program Manager - Scrum Master, you will:
- Work independently, with minimum management oversight to execute Agile and or Waterfall project management for multifaceted technical solutions
- Capture and manage requirements in the Agency's ITSM Tool (ServiceNow™) for release, sprint, and backlog as well drive external integrated tasks, constraints, and dependencies, create/update user stories in Jira/Confluence
- Lead project teams, coordinate with end users to identify application requirements and works with Product Owners to identify priorities, participate in Sprint Reviews, Backlog Refinement, and lead team daily stand-up meetings.
- Lead analysis within assigned Scrum Team to build and prioritize features, user stories, and identify team velocity, leveraging Agile methodology to size Sprints, perform Sprint Planning and Execution, and conduct Retrospectives
- Collaborate, communicate and coordinate with program leadership on risks, issues and potential client dissatisfaction
- Act as a liaison between client and technical solutions/support groups, using effective and efficient communication skills to elicit, document, analyze and validate business processes and solution requirements
- Independently resolve customer issues accurately and very quickly
- Drive daily progress on multiple projects of significant complexity, size, risk and intricate interdependencies through delegation and working collaboratively among cross-functional teams and multiple vendors to execute timely releases of code
- Track project status, risks/issues and remove roadblocks by applying critical thinking to challenges as well as effectively identify and present recommendations and tradeoffs for competing priorities
- Close-out projects including sharing tracked lessons learned and professionally collaborate with leadership and stakeholders to seek opportunities to maximize customer satisfaction
- Collect and report metrics, contribute to contract deliverables, including monthly status reports
- Engage professionally, maintaining a positive and solution-oriented approach
- Effectively manage and meet deadlines within tight schedules and be able to quickly reprioritize tasks without loss of productivity
Qualifications
Required Qualifications
- Bachelors Degree and 10 years of experience. Additional years of experience maybe accepted in lieu of the degree
- At least 5 years of Technical project management experience with both Agile and Waterfall SDLC from inception through close-out
- 5 years of demonstrated AWS Cloud (migration-deployment-operations) project management experience (AWS GovCloud cloud services can include EC2, S3, Lambda, VPC, CloudWatch, Cloud Trail, EKS, ECS, KMS, IAM, RDS)
- 5 years of demonstrated experience supporting application infrastructure, Infrastructure as a Code, system architecture, and operating system deployment projects
- Strong leadership skills and ability to foster collaborative relationships with customers, teaming partners and cross-functional teams
- Proficiency in Microsoft Suite including MS Project
- Expertise with project management frameworks, Software Development Lifecycle (SDLC), Agile methodologies (SAFe, Kaban, Scrum), and DevSecOps/IT standards
- Proficient with Utility Tools (JIRA/Confluence/GitLab/Artifactory) and ITSM Tool (ServiceNow™)
- Ability to work independently with little to no management oversight and take initiative to do what is needed to achieve quality performance goals as well as collaborate effectively in a team environment.
- Aptitude to adapt effectively to changing requirements and competing priorities without the loss of productivity.
- Effective oral and written communications skills, capable of translating and presenting complex technical and project management concepts to non-technical audience via presentations and other written communications.
- Experience working in a government secured environment and understanding the security requirements (NIST, DISA).
- Working knowledge of SharePoint
- Must be able to obtain and maintain a Public trust clearance
- Must be a US Citizen
Preferred Qualifications:
- Experience working in AWS Cloud engineering and DevSecOps preferred.
- Active Project Management Professional Certification (PMP)
- Scaled Agile Framework (SAFe) or Agile Scrum Master Certification is a plus
- PMO experience
- Project management experience with matrixed (internal and external) technical resources
- Active Public Trust or Top Secret (TS) clearance
- Out of box problem solving and resourcefulness

Target Salary Range
$104,000 - $166,000. This represents the typical salary range for this position based on experience and other factors.
