East Hartford Housing Authority Maintenance Mechanic
D*EPARTMENT: Maintenance This position is: FULL TIME UNION *REPORTS TO: Facilities Manager SUPERVISES: May assist in supervising subordinate positions when directed
SCOPE OF WORK:
This position is a team member performing skilled work at the journey level in several trades.Work involves performing various skilled tasks in the repair and maintenance of equipment and buildings. Work involves responsibility for proficiency in several trades, with working conditions and the degree of supervision exercised differing according to the location and nature of assignments. Work requires exercising technical independence in determining work methods and procedures.
ESSENTIAL FUNCTIONS (OVER 70% OF THE TIME):
- Acts as team member in performing vacancy, annual and preventive maintenance inspection work orders.
- Performs complex repairs, replacement preventative maintenance and adjustments to; ventilation systems, electrical facilities and systems, heating and hot water systems, plumbing facilities and systems, building envelope systems, dwelling equipment, floors, ceilings, dwelling unit systems, water, sewage and building fire sprinkler.
- Performs electrical and plumbing systems preventive maintenance tasks such as inspecting plumbing fixtures for leaks and repairs, checking drain lines to insure they are free of obstruction, checking appliances for proper operation, testing light switches and electrical outlets and conducting ground fault detection tests.
- Performs glazing, soft tile laying, masonry, plumbing, carpentry and electrical repairs to buildings and equipment.
- Cleans, services and makes repairs to a wide variety of heating, ventilation and related equipment.
- Removes and replaces partitions, installs doors and locks.
- Makes repairs to and programs electronic door entry systems.
- Makes repairs to and services building surveillance equipment.
- Makes repairs to all types of roofing.
- Repairs cabinets, floors, windows, footings, sidings, and makes general structural repairs at the journey level and other related carpentry work.
- Measures, cuts, threads and installs pipes for water lines, repairs and replaces plumbing fixtures.
- Repairs floors, installs soft and ceramic tile.
- Installs window glass.
- Use of hand and power drain clearing devices to clear clogged sewer pipes.
- Performs repairs, preventative maintenance and adjustments to all grounds keeping and snow removal equipment.

ESSENTIAL FUNCTIONS (OVER 70% OF THE TIME): (CONTINUED)
- Performs minor repairs, preventative maintenance and adjustments to all East Hartford
Housing Authority owned vehicles.
- Perform any and all tasks related to snow removal. Including operating snow blowers, snow plows, hand shovels applying sand and salt, and ice chopping.
- Estimates labor and material requirements for assigned tasks.
- Prepares requisition for supplies and material needed.
- Drives to various sites.
- Follows all applicable safety procedures, including wearing respirators as necessary.
- Perform on call duties for plumbing, heating, electrical and other maintenance mechanic tasks.
SECONDARY FUNCTIONS (30% - 70% OF THE TIME):
- Performs any and all tasks relating to grounds keeping including but not limited to: grass cutting with riding and push mowers, edge trimming with weed whackers, hedge trimming with power and/or manual trimmers.
- Performs masonry and concrete work in connection with sidewalks, curbs and gutters, also on buildings and foundations
- Provides guidance and supervises the work of individuals assigned to assist in specific tasks.
- Assist in resident training programs when developed.
- Performs exterior and interior painting (on temporary basis)
- May perform any task or duty of a subordinate level.
NON-ESSENTIAL FUNCTIONS (OCCASIONAL):
MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL FUNCTIONS
REQUIRED EDUCATION AND EXPERIENCE:
- High school diploma, GED or equivalent.
- Five years of progressively complex, proven experience as a certified journey level worker with an occupational license one of the plumbing, heating, ventilation or electrical trades.
- A minimum five years experience at the full performance journeyman level.
- A minimum five years experience in standard trade practices.
- A minimum five years experience in the area(s) of: plumbing, heating ventilation or electrical work.
LICENSES AND OTHER REQUIREMENTS:
- Must be personally bondable for insurance purposes.
Valid Connecticut State Driver's license and good driving record.
- Possession of a valid, current, occupational license issued by the State of Connecticut. The required occupational license shall be at least equivalent to the full journeyman level status for a specific required discipline.

WORKING ENVIRONMENT:
This position is required to work indoors and outdoors in all weather conditions and is subject to heavy and strenuous work. May encounter undesirable pests.
1. Environmental parameters: a. Ability to work in a public housing and construction environments (bathrooms, boiler rooms, elevators and close areas) in all weather conditions (hot, cold, humid, dry, and wet). b. Ability to work in environment with conditions, which may include: fumes, odors, gases, chemicals, dust, grass, weeds and pollen as well as decibels in the range of 30-65. c. Ability to work in hazardous and adverse conditions, such as: sleet, snow, dust and dirt, as well as cramped quarters and high places.
2. Physical demands: a. Strength: ability to lift up to 100 pounds. b. Ability to work heights on ladders, staging and scaffolding. c. Ability to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move an object. d.
