Under the executive direction of the Department of Social Services (DSS) Chief of Staff, with wide latitude for independent initiative, judgment, and decision-making, the Executive Director is responsible for serving as a central liaison for not-for-profit organizations holding the contracts with the agency. The Executive Director works with DSS’ Offices of Program Accountability, Finance, Legal Affairs, Contracts, and DHS and HRA senior leadership to ensure organizational effectiveness and compliance with City procurement and contracting rules, regulations, policies, and procedures; and for creating and implementing best practices to ensure both compliance and efficient contracting and payment operations. The Executive Director will be responsible for troubleshooting contract and invoicing/payment issues on behalf of agency not-for-profit vendors and/or programs. The Executive Director will serve as the primary liaison among agency vendors, ACCO, Finance, and program on all matters related to the procurement, contracting, or payment processes.
DSS is recruiting for an Administrative Manager M-III to function as the Executive Director for Not-for-Profit Engagement who will:
- Research best practices and develop and implement strategies to incorporate such practices into the
procurement, contracting, and invoicing/payment process to create substantial efficiencies.
- Use data to identify and eliminate systemic problems impacting the agency’s procurement,
contracting, and invoicing process.
- Serve as the primary point of contact for all not-for-profit vendors providing services to HRA and
DHS clients and addresses any issues that are preventing the timeliness of procuring, contracting, or paying providers.
- Work with HRA-DHS senior staff, DSS' Offices of Program Accountability, Finance, Legal Affairs,
and Agency Chief Contracting Officer to ensure organizational effectiveness and compliance with
City and agency rules and regulations while developing performance-based standards to ensure the
successful provision of contracted services.
- Work with DHS and HRA program areas to support not-for-profit capacity and skill-building.
- Develop and execute ongoing communication strategies to ensure DSS-HRA-DHS and provider
staff are well-informed on contract and invoicing best practices, as well as changes in
procurement policies, procedures, rules, and regulations.
- Assess agency and provider staff understanding of procurement and invoicing rules, regulations,
policies, and procedures and develops training to bridge identified gaps in knowledge.
- Work closely with and coordinates with the Mayor’s Office of Contract Services (MOCS), Office of
Management and Budget (OMB), and other oversight agencies as appropriate to advance the
Agency’s and its providers’ contracting needs.
- Troubleshoot specific contract/invoice issues as necessary working closely with DSS/HRA/
DHS Finance, ACCO, and program areas to facilitate payment and contracting processes.
- Lead and/or support special projects related to contracting/invoice processing across
DSS-HRA-DHS.
- Lead the strategic planning process and analyze performance indicators to determine and
accomplish the Agency’s predetermined goals and objectives for contracts; and develops strategic
program and project goals and monitors progress to ensure that such goals are met, including
identifying necessary interventions to course correct initiatives, when necessary, to meet established
deadlines and to complete deliverables.
- Represent the agency on taskforces related to the procurement, contracting, and payment
processes, as assigned.
- Supervise and independently organize and create presentations and briefing reports for internal
and external partners; and creates, edits, and condenses materials for public and external
dissemination.
- Work with representative offices to develop training and standard operating procedures
concerning emerging issues within the entire contract lifecycle.
- Supervise staff as assigned.

Minimum Qualifications
1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described in "1", "2" or "3" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
