Position Summary:
Oversees the Vocational Services, Texas Workforce Commission Rehabilitative Services, and Ticket to Work Program. Suited to verify and assign tickets through the Social Security Ticket Portal, provide regular case management, coaching, job placement as well as documenting and tracking wage gains for Ticket to Work participants. Responsible for engaging and encouraging Workforce Development (WFD) team members to think creatively around service delivery, mission integration, resource utilization, and partnership development.
Essential Duties and Responsibilities:
- Ensures that the programs meet or exceed established program goals and standards.
- Serve as the subject-matter expert on services, accommodations and resources to best support jobseekers and GWH Team Members with disabilities.
- Responsible for maintaining each program’s compliance with regulation and accreditation standards.
- Works directly with WFD management and the Career Center team to follow up with workforce members to document assigned Tickets.
- Review SSI/SSDI system to verify the availability of Tickets for assignment to GWH.
- Collect and track output results of beneficiary outreach activities.
- Produce ongoing outcome-based report in Caseworthy.
- Collect and assemble documentation on workforce members whose Tickets have been assigned to GWH.
- Collect monthly paystubs for continued determination of eligibility. Responsible for uploading submitted paystubs to SSI/SSDI system.
- Coordinate outreach activities and workflow between workforce members and referral partners, to include qualifying GWH team members.
- Maintain and organize Ticket to Work documentation according to Social Security Administration’s Ticket Program Manager (TPM) standards and protocols.
- Conduct routine trainings for WFD staff to ensure understanding of co-enrollment opportunities with Ticket to Work and Vocational Services programs.
- Coordinate monthly hiring events with the Career Center team to reach and exceed placement rates.
- Oversees vocational development and training programs.
- Expand the Pathway Programs by bridging Vocational Training and the Houston Academy for Career Development, e.g., integrating work skills training for Google IT, Microsoft, Clean Tech and skilled trades pathways within GWH and with external partners.
- Create and develop training pathways that prepares vocational candidates to meet eligibility requirement for the Houston Academy for Career Development.
- Develop partnerships with employers for on-site work experience and provide employment opportunities for approved vocational participants.
- Negotiate service deliveries with program participants and coordinate participant referrals and services with Texas Workforce Commission Rehabilitative Services.
- Maintains WFD projects, standards, and goals, including job placement.
- Manages programs and program participants as assigned.
- Work with teams to coordinate, develop, implement and monitor individualized service plans and employment search strategies to assist participants achieve their goals.
- Assess skill levels and vocational strengths of participants and assist them with identifying and resolving barriers.
- Develop an in-depth understanding of community resources for program participants.
- Provides post-employment services to participants and employers as required.
- Prepares timely, objective and measurable reports and documents, e.g., service employment plans, assessments, evaluations, etc.
- Stay up to date with Houston employment needs.
- Support Career Center operations (enrollment, facilitation, career readiness, and onsite activities) at designated career center location.
- Conducts individual and group work-readiness training.
- Performs other duties as assigned by management.

- Adheres to local, state and federal laws and regulations.
Minimum Qualifications:
- A bachelor’s degree is preferred.
- A master’s degree is preferred.
- Minimum of two (2) years in a program coordinator or management role in workforce development, family/financial strengthening, and/or human services.
- Excellent computer skills (proficient in Microsoft Office).
- Excellent written and verbal communication skills with a working knowledge of grammar usage, letter writing skills and proofreading skills.
- Resourceful, detail oriented, able to prioritize and manage multiple tasks.
- Experience in identification/cultivation/influencing/relationship building.
- Ability to coordinate, motivate and work well with others, experience in a team environment.
- Must be able to demonstrate proven problem solving and critical thinking skills with the ability to get multi sector stakeholders to work together.
- Knowledge of Employment Practices, including legal issues, ADA and FLSA.
- Ability to coordinate specialized programs, and audits effectively
- Ability to analyze opportunities and problems, identify and evaluate alternatives and develop effective approaches to address any issues.
- Must be able to work under strict deadlines.
- Must maintain a high level of confidentiality.
- Must have reliable transportation.
Key Performance Indicators (KPI):
- Ensure 100% assessment, enrollment, placement and revenue goals are met in accordance with established KPIs.
- Ensure data utilization and accuracy of 90% or higher by conducting regular audits of Caseworthy reporting.
- Ensure all data reports, funding applications and administrative documents are reviewed prior to submission for approval.
- Ensure enrollments, case notes, and documents are updated within 24 hours of services or information received.
- Prepare weekly KPI’s and monthly status reports for all programs.

- Ability to lift, push, pull, up to, 25 lbs.
