Job Title: Traffic Signal Superintendent
Job Overview:
We are seeking a dedicated and experienced Traffic Signal Superintendent to oversee and manage construction projects from start to finish. The ideal candidate will be responsible for ensuring that projects are completed on time, within budget, and in compliance with all safety regulations.
**Duties:**
Develop and implement project schedules to meet deadlines
Coordinate with subcontractors, architects, engineers, and vendors
Monitor and manage project budgets using skills
Review and interpret and blueprints
Conduct regular site visits to ensure quality control and safety compliance
Oversee all aspects of construction, including planning, execution, and closeout
Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.
Manages the activities of an assigned operational section/unit, which includes planning, coordinating, administering, and evaluating programs, agreements, contracts, projects, processes, procedures, systems, standards, and/or service offerings; ensures compliance with Federal, State, and Local laws, regulations, codes, and/or standards. Monitors proposed legislation and evaluates and communicates impact of regulatory changes.
Oversees and participates in the analysis of management information; identifies issues and discrepancies; conducts needs analysis; projects consequences of proposed actions; formulates recommendations based on findings; implements priorities, work processes, and procedures; and/or, trains individuals on established or modified organizational practices and/or procedures.
Manages, reviews, and participates in the collection and/or processing of data and/or information; prepares and reviews a variety of related reports, statements, and communications; audits a variety of data for quality control purposes.
Responds to requests for information and provides subject-matter-expertise/guidance to other departments, consumers, the general public, and/or outside agencies.
Directs and participates in the preparation, review, and submittal of a variety of reports, reconciliations, work papers, communications, schedules, tables, and/or statements to and from internal departments, financial institutions, and/or external agencies.
Manages and participates in the processing of a variety transactions involving purchase orders, accounts receivable, invoices, accounts payable, payroll, and/or other related functions.
Participates in special projects; participates in/on a variety of task forces, meetings, committees, and/or training sessions.
Prepares bid specifications and invitations to bid; conducts bid openings; analyzes bids and selects vendors; administers funds; and/or, reviews and monitors professional service providers, agreements, contracts, grants, and/or regulatory compliance.
Supervises assigned staff and provides direction relative to the daily maintenance operations and responsibilities.
Responsible for the Traffic Division inspections, maintenance, and operations relating to, but not limited to, traffic signals, coordination/communication systems, overhead flashers, school zone flashers, streetlights, pedestrian lights, landscape lighting, and fiber optic systems, to maximize roadway safety and efficiency.
Responsible for maintenance and repair records on all traffic device locations and equipment. Assists in maintaining parts inventory for equipment to ensure the shortest possible downtime in case of malfunctions.
Review proposed and existing traffic control devices including signs and signals for proper installation, maintenance, and operations.
Develops and administers budgets; allocates resources; approves expenditures; reviews financial statements.
Performs other duties of a similar nature or level.
Reviews shop drawings and traffic related construction plans.
Performs after-hours emergency stand-by on a rotational basis as required.
Ensures that employees receive appropriate on-the-job-training and that all employees adhere to safe work practices and apply correct use of all safety equipment and personal protective safety gear provided.
This position requires both scheduled and unscheduled overtime, including evenings, weekends, and holidays, and/or immediate response to emergency conditions.

**Qualifications:**
- Proven experience in with a strong background in Traffic Signal Installation, Lighting Installation, Fiber Installation (ATMS/ITS), Power Installation
- Proficiency in and interpreting technical drawings
- Excellent communication and leadership skills to effectively project teams
- Ability to work under pressure in a fast-paced environment while maintaining attention to detail
- Familiarity with tools for efficient time management
-Proficient at programming and setting up controllers, video detection, and communications equipment.
-Proficient at troubleshooting and repairs.
-Proficient with basic hand tools and power tools.
-Proficient with general and specialized test equipment such as multimeter, loop analyzer, locator, controller tester, monitor tester, and other related equipment.
-Ability to operate a platform lifts truck, a bucket-truck, a boom truck, concrete saw, lashing machine and pneumatic cutters.
-Proficient at traffic signal wiring.
-Familiar with the MUTCD, NEC, GDOT & Local specifications & standards, Customer and Project specific specifications, and standards.
-Proficiently read plans and schematic diagrams.
-Have an intermediate level of computer skills.
-Perform with minimum supervision.
-Perform heavy physical work, often under adverse weather conditions.
-To follow and transmit clear written and verbal instructions.
-To communicate effectively with co-workers, supervisors, and the public.
-Maintain an effective working relationship with others.
