Your Role
As the Chief Program Officer (CPO) at Sertoma Star Services, you will play a pivotal role in overseeing and managing a broad range of IDD services, including Community Day Services, Community Living Services, Indiana Services, Quality Assurance, Employment/Integration Services, SCOOT, and ABA Services. This position is central to providing vision and strategy, developing plans to deliver high-quality, innovative programs aimed at increasing the number of persons served. The CPO ensures effective leadership and oversight, coordinating and integrating all areas of responsibility to deliver exceptional services. Key duties include executing initiatives that align with the agency's mission and vision, collaborating with executive leadership to establish strategic priorities and budget, and closely monitoring budget projections to make necessary adjustments. The role demands maintaining awareness of all program funding sources, ensuring compliance with funding requirements and maximizing revenue sources. Additionally, the CPO oversees quality assurance, performance measurement, and strategic planning processes, ensuring all activities comply with licensing, funding, accreditation, and regulatory standards. The CPO also manages the investigation process for allegations of abuse or neglect, ensuring the protection of individual rights. Responsibilities
- Provide leadership and oversight of all IDD program services and all other areas of responsibility, ensuring coordination, integration, and the delivery of quality services to persons served. Responsible for executing the initiatives that support the mission and vision of the agency. Create strategic vision and direction of the team to ensure department objectives are met.
- Collaborate with executive leadership to establish the organization’s strategic priorities, goals and annual budget. Ensure department goals and objectives support the mission and vision of the agency and are executed as defined by the strategic plan.
- Ensure IDD program services operate within established budget by closely monitoring budget projections and making program adjustments as needed and/or indicated.
- Maintain an awareness of all program funding sources and requirements related to all program services, ensuring that agency systems accommodate funding requirements and maximize available revenue sources.
- Oversee process for quality assurance, performance measurement and management, and agency strategic planning in relation to program services.
- Oversee all employment and integration services activities and ensure operational efficiency and compliance
- Oversee SCOOT service activities and ensure operational efficiency and compliance.
- Oversee ABA service activities and ensure operational efficiency and compliance.
- Develop qualitative and quantitative goals, assess and evaluate outcomes to ensure effective and efficient program operations and sustainability.
- Meet requirements and maintain compliance of applicable licensing, funding, accreditation (e.g. CARF, CQL) and other state/federal regulatory agencies, including safety requirements and program policies and procedures.
- Provide oversight to the agency investigations process for allegations of abuse or neglect of persons served, and the systems for ensuring protection of individual rights.
Qualifications
- Bachelor’s degree in the field of human services or related field, Master’s degree preferred.
- Minimum of eight years’ experience in the field of developmental disabilities and in the administration of programs funded by the Department of Human Services in the areas of developmental disabilities and rehabilitation services.
- Working knowledge of state operated and community services, federal and state regulations, programs for individuals with disabilities, and issues in the field of services to individuals with disabilities. Knowledge of the Illinois and Indiana DDD system.
- Minimum of five years’ experience in staff supervision of multiple middle managers and line staff positions and administration of multiple programs.
- Proficient in the use of computers, software applications, and working knowledge of Microsoft Office Suite programs
