Description:
Vistra Communications is seeking a Senior Communications Specialist to support the Military-Civilian Transition Office (MCTO) to be part of a team that will provide comprehensive programmatic research, analysis, and support services to facilitate the smooth transition of Service members, Reserve Component (RC) members, and their families into civilian life. The team will be responsible for conducting thorough assessments, developing actionable products, drafting documents, and offering recommendations to enhance the transition process. This role will provide support to the MCTO in their missions to ensure the delivery of cohesive, outcome-based training, events, products, and courses that align with the diverse needs of transitioning individuals and their communities.
Key Responsibilities:
1. Develop communications strategies and plans, provide recommendations for strategic communication, and assist in producing the annual strategy with milestones for senior leader review/approval.
2. Develop and maintain a monthly analysis/process to evaluate and document the effectiveness of the strategic communication strategy and the effectiveness of its delivery with recommendations for any improvement. Any approved recommendations must be incorporated into the strategic communications plan.
3. Provide a monthly brief to senior leadership on strategic communications findings, statistics of MCTO owned social media use, and potential courses of action for government consideration.
4. Collaborate with internal stakeholders, including senior management and communication teams, to develop strategic communication plans that align with organizational goals and objectives.
5. Develop and refine a strategic communications plan that includes social media use and messaging to communicate to end users by making recommendations to government representative of changes, edits, and courses of action that could be taken using 508 technologies.
6. Develop public affairs messaging, strategic communications messages, brochures, slick sheets, media articles, scripts, testimony, and speeches to support the MCTO mission.
7. Provide meeting support for strategic communications and employment interagency work groups meetings by taking minutes, coordinating meeting location, sending meetings invites and compiling information from working group assignments as needed/directed.
8. Provide a monthly brief to senior leadership on strategic communications findings, statistics of MCTO owned social media use, and potential courses of action for government consideration.
9. Research and engage with relevant media and Military/Veteran Service Organizations to develop and publish MCTO articles and information.
10. Coordinate government-approved messages and messaging strategies with interagency public affairs experts as appropriate.
11. Assist in development of strategic messaging products that are scripted to disseminate the MCTO mission, vision, and DoD policy through electronic and written means.
12. Coordinate and support Service and Interagency partner strategic communications meetings. Develop products for government lead approval.
Requirements:
Qualifications:

A bachelor's degree in communications, public relations, journalism, marketing, or a related field is required.

A minimum of 5 years of experience in communications, public relations, or a related field, preferably in a senior or leadership role. Proven track record of successfully developing and implementing communication strategies and campaigns.

Security Clearance: Tier 3 (T3) or Tier-3 Reinvestigation (T3R)

Exceptional writing skills with the ability to craft clear, concise, and compelling content for various communication channels including press releases, articles, blog posts, social media posts, speeches, and presentations.

Strong media relations skills with experience in building and maintaining relationships with journalists, reporters, editors, and media outlets. Ability to pitch stories, coordinate interviews, and respond to media inquiries effectively.

Ability to think strategically and develop communication plans and strategies aligned with organizational goals and objectives. Experience in identifying key messages, target audiences, and communication tactics to achieve desired outcomes.

Proficiency in digital media platforms and tools including social media, email marketing, content management systems (CMS), and analytics tools. Experience in leveraging digital channels to enhance brand visibility, engage audiences, and drive conversions.

Strong analytical and problem-solving skills with the ability to identify communication challenges, develop innovative solutions, and adapt strategies to changing circumstances or stakeholder needs.

Ability to engage and collaborate with internal stakeholders including executives, department heads, and staff members to align communication efforts with organizational objectives. Experience in building consensus, managing expectations, and facilitating communication across departments.

Strong attention to detail with the ability to ensure accuracy, consistency, and adherence to brand guidelines in all communication materials.
