Job Statement: The NC Pre-K Program is designed to provide high-quality educational experiences to
enhance school readiness for eligible four-year-olds. The NC Pre-K Program Manager is responsible for implementation, maintenance, and enhancement of the NC Pre-K program in Durham County.
Duties include, but are not limited to:
1. Evaluate and monitor activities related to NC Pre-Kindergarten Program contract to ensure compliance with federal, state, and local policies and guidelines
2. Develop and implement a coordinated process for recruiting, identifying, and placement of eligible children.
3. Develop policies/recommendations to further the programmatic goals and county needs as it relates to NC Pre-K.
4. Lead the site selection and RFA process.
5. Plan, develop and oversee implementation and maintenance of the NC Pre-Kindergarten Program in participating early childhood programs and public schools
6. Manage process for ensuring qualified eligible administrators, teachers and teacher assistants are meeting program requirements
7. Serve as liaison between Division Child Development Early Education and the Partnership.
8. Provide technical assistance and trainings for sub-contractor staff (directors meetings, teacher summer institute, etc.)
9. Identify strategies for internal improvement and develop plans for implementation
10. Establish agreements with other community agencies regarding the provision of services to children within the program
11. Conduct site visits and monitoring of all NC Pre-K sites
12. Respond to public and State program inquiries
13. Assist in the creation of slot allocations and budgeting
14. Collaborate with match funding agency to monitor and address spending
15. Manage reconciliation process
16. Review child outcomes
17. Manage the School Readiness Committee
18. Manage State reporting systems
19. Generate and disseminate programmatic report
20. Review monthly attendance for reimbursement
21. Supervise NC Pre-K staff and volunteers
22. Work collaboratively with Durham PreK, Durham Public Schools, and Durham Head Start (Families and Communities Rising, Inc) for Universal Pre-K in Durham County

Specific Requirements:
1) Education and/or Experience: Master’s degree in Early Childhood Education, Child Development, Social Work, Public Health, or related field from a college or university strongly preferred; and five (5) years related experience and/or training in child care, social work environment, or equivalent combination of education and experience.
2) Knowledge of NC Pre-K or other State/Federal funded early childhood program
3) Understanding of current theory and best practice for childcare, and for work with families and children birth to five in the areas of parent education, family literacy, health, and early intervention.
4) Ability to build counselor and mentor relationships with volunteers and community members.
5) Computer skills that include word processing and spreadsheet and graphics skills. Ability to use or learn to use email and internet applications.
6) Ability to research and collate existing data from a variety of sources, aggregate and analyze data, to present data.
7) Experience working with diverse families and educational settings
8) Ability to build comfortable working relationships with subcontract programs, community members, volunteers, and other professionals.
9) Strong organizational skills; ability to create and monitor project tasks and timelines.
10) Excellent oral and written communication skills. Ability to write reports and proposals, and to effectively present information to management officials, public or community groups, and/or directors.
11) Computer skills that include word processing, spreadsheet and data input.
12) Ability to read, analyze, and interpret financial reports and legal documents.
Certifications, Licenses: Valid driver’s license.

Pay: $50,000.00 - $55,000.00 per year
