POSITION TITLE: Senior Vice President
DIVISION: Administration
SUPERVISOR: Chief Program Officer
CLASSIFICATION: Exempt
PURPOSE:
Manage activities related to the analysis, execution, control, and evaluation of programs and services with DSI regions. Orchestrate programs and implement policies/practices in compliance with the overall regulations for Vocational Rehabilitation Services, IDOTT, CARF, DOL, BDDS, BINS, ISDH, and Ticket to Work. Provide executive level leadership to the region.
KEY AREAS OF RESPONSIBILITY:
- Supervise management and provide guidance to the following departments: Employment, Residential, Supported Living, Quality Assurance, Adult Day Services, REACH, and PEP.
- Assist staff with tracking client participation, identification, and cultivation of prospects.
- Act as a liaison for the agency at both the local and State levels.
- Act as Executive Leadership for the region including attending local events, provide critical thinking and resolution during emergency situations, and be the local point of contact within the community.
- Plan and implement the budgets for all applicable cost centers.
- Prepare short- and long-term goals to meet the needs of staff and better serve the persons receiving and utilizing services.
- Conduct staff meetings with management staff and attend DSI leadership meetings.
- Collaborate with Division Directors, Senior Regional Vice Presidents, and the Chief Program Officer in maintaining and updating policy and procedure manuals and planning for the organization.
- Facilitate and attend Board Meetings to give the Board of Directors updated information regarding the agency. Promote the support and participation of the Board of Directors and provide periodic progress on all departments supervised.
- Lead and participate in agency committees.
- Maintain all State and Federal Regulations for all areas of responsibility.
- Develop short and long-range planning for all areas of responsibility.
- Ensure employees follow all departmental and agency policies as well as State and Federal laws.
- Provide adequate and appropriate management of fiscal affairs of assigned departments.
- Participate in development of marketing strategies and materials to promote all agency services.
- Help foster the utmost level of excellence in the provision of services for all persons served.
- Safeguard customers’ human and civil rights.
- Work effectively on an independent basis and as a team player.
- Be able to prioritize multiple job functions and coordinate routine responsibilities with spontaneous, one-time assignments.
- Maintain records and develop progress reporting systems in compliance with agency and position standards/regulations.
- Convene and facilitate internal meetings, develop timelines and follow through on commitments.
- Provide strategic development and vision to all areas of responsibility.
- Remain current on Federal and State policies and regulations associated with program areas.
- Mentor staff to gain greater skills and insight into the organization, provide leadership to Regional Vice President, Senior Directors, and Regional Program Directors.
- Ensure program growth plans and goals are being tracked and obtained.
- Provide oversight and input into the budget and budget forecast.
- Be responsible for divisional planning, budgetary accountability, resource management (staffing, materials, etc.), and ongoing communication with stakeholders and staff. Maintain confidentiality of persons served.
- Provide adequate and appropriate management of fiscal affairs of assigned departments.
- Review monthly income statements as well as assist in preparing budget for assigned departments.
- Assist staff in investigations and document any BDDS reportable incidents in accordance with state and agency guidelines.
- Oversee submission of required billing documentation from Employment Services staff to bookkeeping office. Follow budgetary guidelines in coordinating department productivity for all areas. Work collaboratively with Senior Regional Vice President – Bloomington on the implementation of DSI Employment Services.
- Provide Executive leadership for the growth, development, and implementation of DSI’s statewide Employment Services program.
ESSENTIAL JOB SKILLS:
- Be committed to providing a safe environment.
- Have own transportation to/from meetings and events in and around the state.
- Serve on agency committees as requested.
- Complete other duties and responsibilities as assigned.
- Attend/request related training as authorized.
- Physical requirements include but are not limited to: lifting, carrying, pulling up to 25 pounds, occasionally standing 4-6 hours, frequent computer usage, etc.
- Comply with ethical standards of DSI, APSE, NRA, BDDS, and other governing/affiliated bodies.
- Ability to work flexible, non-standard hours, including occasional evenings and weekends.
- Demonstrated skills and ability in word processing and verbal presentation.
- Adept at prioritizing multiple job functions and coordinating routine responsibilities with spontaneous situations and occasional assignments.
- Must possess and maintain reliable transportation that meets state requirements for transporting persons served.
- Must be capable of providing personal transportation to meetings throughout county and state if required.
QUALIFICATIONS:
- MBA, Masters in Public Management or Supervision, or Bachelors in rehabilitation, social services, special education, or related field preferred.
- Previous experience in employment services, marketing, working with adults with disabilities or similar background desired. Supervisory experience preferred.
- Must have excellent oral and written communication skills and maintain confidentiality with sensitive information.
- Maintain a valid Indiana driver’s license, insurance on personal vehicle (minimum of PLPD with medical liability coverage), and maintain insurability as defined by the agency liability insurance carrier.
