JOB TITLE: OPERATING ENGINEER

SUMMARY/OBJECTIVE
Report directly to the Chief Engineer, the Operating Engineer is responsible for the safe & efficient operation of the central high-pressure steam plant which produces steam for heat and hot water to 170 buildings distributed over 150 acres. The Engineer will supervise and oversee all of the personnel on their watch. The Engineer will mitigate emergency situations making critical decisions for the operation of the plant and the safety of their coworkers. The Engineer will exhibit common sense decisions, perform and assign preventative maintenance, effect permanent repairs, maintain and inspect boilers, pressure vessels, pumps, piping and all ancillary equipment in steam plant for conformance with the R.C.N.Y.’s (Rules of the City of New York), D.O.B. (Department of Buildings), F.D.N.Y. (Fire Department of New York), N.F.P.A. (National Fire Prevention Association), A.S.M.E. Code (American Society of Mechanical Engineers) along with any and all State & Local laws.
Responsibilities in addition to the general operation of the boilers and ancillary equipment include but are not limited to the following:
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Maintain a current High Pressure Boiler Operating Engineers License issued by the City of New York Department of Buildings.
- Maintain the safe & efficient operation of the central high-pressure steam plant
- Supervise firemen, oilers, mechanics and apprentices.
- Oversee the Fireman is performing their duties accordingly such as; maintaining the correct number of boilers & pumps online based on the current load conditions, adjusting Dunham valves to maintain proper return temperatures for the heating systems in the buildings, etc.
- Oversee the Oiler by making a first, last and intermediate rounds to verify levels, temperatures and overall condition of equipment throughout their watch.
- Signing off on the records submitted to them by the Fireman, Oiler & Mechanic on their watch.
- Maintain daily records of water, steam, make up, gas, oil and electrical usage both on paper and electronically as directed by the Chief Engineer.
- Maintain a comprehensive logbook which will include such entries as; day, date, shift, personnel on watch, heat status, outside air temperature, equipment online, sick calls, third party contractors, visitors, etc.
- Maintain and update the department schedule.
- This includes approving mutual requests (switches), overtime distribution for watch coverage, documenting sick calls, etc.
- Accepting vacation requests and determining there is coverage and no scheduling conflicts before pre-approving. Final Approval by Chief Engineer.
- Make a competent and proper relief at shift change.
- Tool maintenance, distribution & storage.
- Competently request materials via email providing all pertinent information necessary to order said materials.
- Perform rounds as determined by the Chief Engineer.
- Maintain a clean safe work environment.
- Prior to being relieved, inspect all areas of the plant including all office spaces to ensure they have been properly cleaned, disinfected and left in order for the incoming watch.
- Performs regular inspections of piping, safety devices, and regulators.
- Looks for pitting, corrosion, cracking, and other factors affecting condition and operation of equipment.
- Performs regular testing of the low water alarm, low water fuel cutout, blowing down water column & gauge glasses, etc.
- Observes & oversees ALL work performed in the plant and stops any faulty work or use of substandard materials, unsafe practices or other conditions which violate legal requirements.
- Checks permits and methods of operation for boiler and other pressure vessel installations.
- Performs/ observes water treatment testing and maintains proper chemical levels as determined by the current water treatment company contracted by Parkchester.
- Keeps records and prepares reports of inspections and investigations for administrative or legal authorities.
- Performs additional assignments as required by operating needs of the company or as directed by the Department.
QUALIFICATION AND COMPETENCIES
- High School Diploma or Equivalency and Five plus years related experience and/or equivalent combination of education and experience.
- Current New York City High Pressure Boiler Operating Engineer’s License.
- Customer Service Oriented
