Description:
The Assistant Project Manager position is highly responsible, managerial, and supervisory in its duties and supports the Radio and Cellular Infrastructure Replacement Project. The APM reports to the Project Lead/WMATA Project Manager and the position involves managing the full life cycle of activities for the project, the financials associated with the work, risks and issues, Contractor performance, and a cross-functional team of internal and external resources. The APM ensures conformance with WMATA specifications and requirements, Quality and Safety plans, and contract deliverables. In addition, the APM manages critical communications with all stakeholders and contributors involved in the project.
Requirements:
- Manage the scope, schedule and budget for the Subscriber 700/800 MHz radio system design and implementation of all hardware and components in accordance with contract requirements and key performance indicators, including budgetary actuals vs. forecast and key milestones met on schedule

Manage and allocate team resources, plan activities, and coordinate activities across departments and stakeholder groups

Train, develop and empower team resources to ensure that project objectives are met

Coordinate with the project Quality/Safety Manager to ensure that plans are in place and objectives are met. Actively promote a safety-oriented culture

Coordinate the review and approval of MSI designs, specifications and data sheets, site specific installation work plans, quality and testing documents, and other required submittals, RFIs and transmittals across all team resources

Assist in the planning, development, and upkeep of the project schedule and hold MSI accountable for the same

Collaborate with and obtain support from internal WMATA subject matter experts such as ENGA, SMNT, SAMS, SAFE, RAIL, BUS, MTPD, etc., to ensure project deliverables meet both contractual requirements and stakeholder needs

Ensure MSI adheres to contractual obligations for testing portable and mobile radios and associated systems and performing evaluations for a gap analysis to meet all requirements for identified Subscriber elements

Manage and coordinate project team and Contractor activities, including the planning, execution and commissioning of assigned project elements required to obtain Safety Certification of the radio system

Ensure that all work by the Contractor and WMATA project team is delivered with a high degree of quality
DELIVERABLES

Lead weekly progress meetings in partnership with MSI and involved WMATA disciplines for the duration of the project

Provide timely project financial information as required, including monthly accrual and budgetary forecasts, supported by backup documentation. Meet WMATA-defined reporting objectives for CAPD, SPPM, PMOC, etc.

Oversee the timely review and approval of applicable Contractor invoices, ensuring that they comply with all FTA and project documentation requirements

Prepare project-related correspondence to update WMATA leadership and internal and external stakeholders on work progress, to include all project management elements such as design, construction, testing, commissioning, risks and issues, safety, quality, etc. (e.g., bi-weekly reports, PMOC reports, and others as required)

Ensure that CDRL, CIL and SCI plans and processes are supported and updated on a routine basis by the Contractor and cross-functional team

Manage the implementation of Bad Day Talk Groups on behalf of the Authority and Jurisdictional Partners

Tested and functioning Over-the-Air-Programming (OTAP) for Subscriber radios

Implemented, tested and functioning WAVE mobile app push-to-talk system

Ensure that MSI develops, tests, and implements Radio Management in accordance with contract requirements and stakeholder needs

Ensure that the project team tracks, collects, reviews, and manages project deliverables in accordance with defined processes, procedures, and contract requirements

Support preparation of contract change orders in accordance with WMATA processes and defined contract timelines, including the development or review of Scopes of Work, supporting documentation, independent cost estimates, and purchase requisitions. Work with the Change Management Coordinator to schedule internal reviews with PRMT and negotiation meetings with the Contractor to deliver executed Contract Modifications

Ensure delivery of successful systems interface development and testing by MSI for affected vehicles as well as radio/antenna testing (e.g., BUS Clever interface, RAIL 6K CCP interface, Rail Baseline Testing, Rail Dynamic Testing, Pilot Testing, etc.)

Ensure there is fulltime on-site support and supervision of MSI and Sub-Contractor personnel and work quality at MTPD, BUS and RAIL facilities during vehicle installation and testing

Ensure that proper project controls are in place to ensure the effective management of radio system assets and that Procore is utilized as the document control system of record

Complete administrative and managerial tasks as assigned (i.e., timesheet review and approval, change order submittals, tracker updates, etc.)

Deliver fully constructed, tested and commissioned project elements to the Systems Integration team in accordance with their defined handover criteria, to include complete documentation

Maintain Risks and Issues associated with the project element. Perform a gap analysis on project elements to ensure that successful project outcomes are achieved. Identify corrective actions and remediation strategies with Contractor and other disciplines to achieve desired project outcomes
BACKGROUND AND EXPERIENCE REQUIRED
- A minimum of a bachelor's degree in electrical engineering plus a minimum of 10-15 years' experience managing large projects;
- Proven ability to manage complex budgets and schedules;
- Knowledge of the laws, ordinances, and regulations governing construction activities;
- Knowledge of and practical experience in federal procurement regulations;
- Ability to effectively participate in change order negotiations and claim determinations;
- Able to work nights and weekends;
- Able to successfully complete WMATA’s Railway Worker Protection Certification (RWP) Class;
- Must be able to pass a government background check;
- Must be able to work in confined spaces;
- Must have reliable transportation
