This position is located in the Emergency Planning Section, Coordination Division, Command and Coordination Bureau, Assistant Chief of Police for Uniformed Operations, in the United States Capitol Police. The CCB provides enhanced capabilities to develop, coordinate, and execute contingency/emergency plans, prepare and direct special events, respond to incidents and emergencies, and manage multi-agency responses to evolving situations within and away from the United States Capitol Complex. Specialty Units include the Command Center, Communications, Emergency Planning, Reports Processing, Court Liaison, and Special Events sections.
The incumbent supports and coordinates the event planning process for events held on and off the U.S. Capitol Grounds. Coordinates the objectives for defining current practices, refining the practices for maximum effectiveness, supporting a systematic and scalable approach to planning, training to this scalable approach, and managing all phases of the event planning process.
Coordinates, develops, reviews, and executes event planning processes and recommends improvements. The incumbent analyzes and evaluates current planning practices and coordinates with the managing authority to correct deficiencies and implement efficiencies that can be leveraged to further enhance the event planning process.
Assists with the planning, coordination, and development of Incident Action Plans for operational events and extended critical incidents. Drafts IAPs for operational events in support of mission requirements.
Participates and supports a comprehensive analysis and evaluation of the event planning process, in line with best practices, the Incident Command System, and the National Incident Management System, to identify areas for improvement. Coordinates with individuals involved in the planning process to understand the challenges and potential solutions to include individuals with a historical perspective in the planning process.
Assists with the development, review, and instruction of event planning training programs in collaboration with the managing authority of the event planning process. Conducts training relating to event planning for departmental officials, including initial training and refresher training for the event planning and execution processes. Training platforms may be multi-modal, i.e., in-person training, virtual, or automated training.
