Position Information
The HOU District Transportation Planning Section works on highly innovative and award-winning projects and with large scale transportation planning programs aimed at providing next generation, multi-modal transportation that bridges infrastructure with technology to improve commuters' travel experience. Position Description
Planner IV and V
Performs complex planning and programming activities in support of management-related programs and transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
Planner IV
- Performs analysis of data and preparation of reports to identify capital improvement needs for state and federal funding.
- Conducts or participates in Regional Planning Meetings.
- Conducts Program Development Meetings with sponsors to identify requirements, exchange information and keep informed on the status of projects.
- Conducts transportation needs assessments.
- Develops and implements short and long-rang local and statewide plans and projects.
- Oversees planning studies to include feasibility studies, master plans and environmental assessments or constraints identification.
- Performs complex planning and programming activities in support of management-related programs and transportation projects.
- Provides information and support to governmental officials, sponsors, users and the public.
- Performs other job responsibilities as assigned.
Planner V
Includes all essential duties listed for Planner IV as well as:
- Develops strategies and procedures to improve District mobility, infrastructure and related operations.
- Serves as a planning and programming resource for the department, other state agencies, regional and local agencies, port districts and the public.
- Coordinates analysis activities and monitors state and federal transportation related issues potentially having a broad impact on departmental activities and develops or oversees development of assessment reports.
- May serve as a project leader.
- Provides technical direction for the development and execution of transportation analysis or planning research.
Minimum Qualifications:
Planner IV
Education: Bachelor's degree in transportation/urban planning, engineering, business admin or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience: 4 years planning, research or legislative analysis-related activities. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
Planner V
Education: Bachelor's degree in transportation/urban planning, engineering, business admin or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience: 5 years planning, research or legislative analysis-related activities. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
Preferred Qualifications:
- Experience with traffic projections, AICP or other relevant certifications, GIS experience, established knowledge of state and federal planning regulations and guidelines, ability to convey complex information in a simple manner, experience work with or for other State or federal agencies.

- Speaking to present images and ideas in a clear, concise, organized, and interesting manner to optimize audience understanding and keep the group focused.
- Facilitating groups using effective communications methods; contributing to and guiding groups in defining objectives, staying on task and reaching consensus; soliciting participation, challenging ideas and summarizing accomplishments and planned actions.
- Proficient skill in:
- Determining business needs.
Physical Requirements and Working Conditions:
Planner IV and V
- Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools.
- Talking - expressing or exchanging ideas by spoken words
- Hearing-perceive sound at normal speaking levels; receive information by oral communication.
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading.
- Visual Acuity-determine work quality/make general observations of facilities/structures.
