Job Title: Project Controls Specialist
Job Summary: The Project Controls Specialist is a part of the Project Controls & Management Information System (MIS) team. They monitor the project process from start to finish in support of the Operations management team by providing status, performance, training, information, and insights to ensure Sinacola’s continued success in a highly competitive market with tight margins. The ideal candidate will have prior experience in project accounting, project controls, project management, or estimating in a Heavy Civil related field.
Duties and Responsibilities:
- Project Setup:
- Consolidate budgets with estimating and operations.
- Set up projects and budgets in management and accounting systems.
- Code billing setups and assist with coding subcontracts and expenses.
- Construction Support:
- Monitor weekly project data for issues.
- Assist in the monthly billing process.
- Support project forecast meetings.
- Update production quantities weekly.
- Train teams on field systems and project controls.
- Project Closeout:
- Reconcile and close out project commitments and expenditures.
- Track project completion schedules and retention balances.
- Oversee final billing and AR collection, initiating subcontract retention payments.
- Communicate project closeout status with Accounting.
- Other Responsibilities:
- Ensure efficiency and accuracy of project control systems.
- Maintain SOP manuals.
Create and clear exception reports.

Qualifications and Skills:
- Degree in Business, Accounting, Construction Management, Civil Engineering, or Finance.
- 5+ years in Project Controls, Estimating, or Project Management in Heavy Civil Construction.
- Strong organizational, customer service, and communication skills.
- Ability to manage multiple tasks effectively.
- Experience with HeavyBid, process improvement, and documentation, preferred.
- Relevant credentials (PMP, CCM, CCIFP), preferred.
- Knowledge of SQL, report writing, data visualization (SSRS, Power BI), and Spectrum Accounting.
- Bilingual in English and Spanish, preferred.
