Position: IT Program Manager
Location: Reston, VA
Security Clearance: Active TS/SCI with full scope polygraph required.
We are seeking an IT Program Manager with specialized expertise in cloud-based IT management, workflow automation, and software development for a long-term project supporting a key client in Reston, VA. This role encompasses the design, development, and modification of software systems, the integration of commercial software into cloud platforms, and the coordination of various IT program management activities. Candidates should possess strong skills in Agile methodology, technical project management, and the ability to manage multiple concurrent projects effectively.
Responsibilities:
- Design, develop, and modify software systems tailored to organizational needs.
- Track and document software updates from vendors.
- Integrate commercial software solutions into cloud environments, including AWS, Azure, and Google Cloud.
- Estimate costs for system component deployments.
- Facilitate collaboration across security, operations, and testing teams to ensure smooth program execution.
- Utilize tools such as JIRA and ServiceNow for managing work tickets, updates, and project tracking.
- Maintain up-to-date application software across services.
- Provide regular updates on project deliverables, identifying risks and dependencies.
- Adhere to and manage change and configuration processes.
- Schedule and coordinate IT management activities and meetings.
- Develop and maintain project management review documentation and presentations.
- Collaborate with an integrated team to meet project goals and milestones.
Mandatory Skills & Experience:
- Proven experience managing projects using Agile methodologies.
- Experience leading agile development teams, including planning and executing sprints.
- Strong background in technical project management with a focus on software development lifecycle.
- Track record of meeting schedule and budget commitments.
- Expertise in ServiceNow Project Portfolio Management.
- Proficient in using JIRA for managing project backlogs and sprint planning.
- Ability to oversee multiple concurrent and high-visibility projects.
- Skilled in risk management and corrective action implementation.
- Experience in system design and translating system requirements into actionable designs.
- Familiarity with AngularJS, Java, JavaScript, HTML5, CSS3, SQL, Bootstrap, and ActionScript for development tasks.
Optional Desired Skills & Experience:
- ServiceNow Administrator certification.
- Certified ServiceNow Application Developer.
- PMI Certified Project Management Professional (PMP).
- PMI Agile Certified Practitioner.
- Certified Scrum Master.

Pay: $160,800.00 - $250,000.00 per year
