We’re seeking a visionary and dynamic leader who is creative in problem solving and contributes new ideas and solutions to the organization to join our team as a Program Specialist Senior. This position exists within the Addictions Unit of BHD. The Addictions Unit staff are responsible for the direct development of recovery support and treatment services for alcohol, drug addiction and problem gambling. These services are delivered through a diverse network of providers in Multnomah County. The Program Specialist Senior role coordinates special projects with other State and County agencies, such as Multnomah County Community Justice and the State Department of Human Services Addictions and Mental Health Division. Under the direction of the Addictions Program Manager, you would be responsible for developing policy and funding strategies, as well as technical assistance in shaping the addiction service delivery models for Multnomah County adults, adolescents, and children. Additionally, you would identify system gaps and necessary program development to maintain a viable system of care for addiction clients.
As the Program Specialist Senior, other duties include:
Program Planning
Management and oversight of the Addiction Programs’ contract and relationship with Oregon Health Authority, our primary funder.
Closely collaborate with the Addictions Program Manager to develop and manage the overall plan for an integrated addictions treatment system with the goals to:
Make the best possible strategic choices in procuring and managing addiction services
Create the greatest possible impact with available social service dollars
Create partnerships with business, law enforcement and health care agencies
Develop programs that increase the client’s economic independence
Increase access to affordable and stable housing
Develop accountability tools to gauge contractor compliance
Analyze the effect of policy decisions and changes in financial support on the goals for the addiction treatment system as system changes are implemented.
Program Oversight
Manage and oversee the county-wide addictions provider's contracts such as Residential & Outpatient Treatment, Supportive Housing, Peer-Delivered, and Culture-Specific Services.
Develop effective working relationships with addiction providers, community members and partner agencies.
Coordinate special projects with stakeholders, and manage the projects to meet the county's goals.
Act as a liaison, coordinating with the Addiction Manager and Behavioral Health Finance Department to create and manage the internal unit budget.
Keep track of multi-part funding allocations among all contracted service providers.
Problem-solve fiscal and programmatic issues.
Manage contracts with the external addiction provider network including: negotiate, renew and amend contracts; develop program instructions and accountability tools to gauge contractor compliance; and approve contractor budgets, expense reports, and invoices.
Procurements and Contract Compliance
In collaboration with the Addictions Program Manager, plan and develop procurements to purchase services from external addiction prevention provider networks that are aligned with community needs and demonstrate good stewardship of public funds.
Coordinate with funding sources regarding funding requirements and regulatory changes.
Initiate community meetings for providers, stakeholders, consumers, and County residents and analyze their observations about the current treatment system.
Consult with other County departments about overlapping services.
Make recommendations during the funding allocation process, and during the negotiation of subcontracts.
In conjunction with the Behavioral Health Compliance team, conduct on-site reviews of addiction treatment providers in Multnomah County to determine compliance with Oregon Administrative Rules, Oregon Revised Statutes, Federal Regulations and County contract conditions; record observations and findings.
Stay aware of regulatory changes to State of Oregon Administrative Rules and Oregon Revised Statutes that may have an impact on contract compliance.

Required Minimum Qualifications:
Education/Training: Equivalent to Bachelor's Degree from an accredited college or university with major course work in social science, social work, sociology, behavioral science, public health, community health, or related field; three (3) years of experience.

Salary/Pay: Please be advised that the pay range listed for this position is intended to provide general guidance on the earning potential for the role.
