TITLE: Program Manager
REPORTS TO: Business Office/Business Director
SUMMARY: The center shall have a Program Manager who is responsible for the management of day-to-day operations, overall conduct of the center and for compliance with applicable laws and regulations. Duties shall be limited to the administration and provision of services at the center
TASKS AND RESPONSIBILITIES:
- Directing and Supervising all aspects of the Program while managing all personnel and ensuring appropriate supervision and evaluation
- Responsible for overseeing centers safety and emergency evacuation programs
- Managing the fiscal administration of the program including Payroll
- Responsible for establishing collaborative relationships with community services to ensure that necessary support services are available to participants and their families
- Notifying the participant or his or her legally authorized in the event of change in a participants charges, billings, benefit status, or other administrative matters
- Delegating responsibility for managing the day to day operations of the program during any short term absence from the Program Director
- Overseeing the quality assessment and performance improvement program as well as overseeing the Participant Family Advisory Council
- Develops implements and maintains company philosophy, policies, goals and objectives.
- Immediately informing the participant, consulting with the participants primary care provider, and immediately notifying the participants legally authorized representative or contact person as well as the Department of Public Health in the following circumstances:
-An emergency, serious incident or fire
-Severe illness involving the participant
-An incident involving the participant which resulted in injury or which required medical intervention beyond programs capacity to provide care
(Below items not reportable to DPH)
-A significant change in the participant’s status
-A need to alter the participant’s treatment significantly
-A significant revision in the participants plan of care or
-A decision to transfer the participant from the program
- Immediately notifying the participant, the participants primary care provider, and the participants legally authorized representative or contact person, upon a decision to discharge the participant from the Program
- Responsible for coordination of transportation services
- Hires, supervises, evaluates and terminates staff as needed; arranges for volunteer and student assistants and maintains ratio of participants to staff at all times, ensuring that staffing ratios shall at all times be sufficient to meet the needs of the participants.
- Prepares and maintains up to date monthly staffing schedule; approves time off; maintains up to date personnel files (current licenses, CPR, TB tests, changes in salary/position, etc.) and employee evaluations.
- Develops and updates policies and procedures manual according to the centers needs including but not limited to: job descriptions, fee schedules, billing procedures, medical record system and any changes in state regulations. Revises and updates forms as needed.
- Tracks census through average daily attendance, number of inquiries, discharges and admissions from month to month and reviews attendance for accuracy and compares it with transportation logs on a daily basis.
- Ensures that all Medical Assistance participants are present in the Center for a minimum of 6 hours for each billable day.
- Establishes procedures and maintains contracts for physician visits, emergency coverage, consultants and rehabilitative services. Reviews contracts yearly for up-to-date licenses and insurance information, as well as continuation of contract or agreement.
- Shall be responsible for administering and coordinating the in-service training program.
- Conducts tours of the center, processes admissions, telephone inquiries and referrals. Verifies MA eligibility for admission to medical day care center.
- Maintains a positive attitude and assumes other job related duties as necessary.
QUALIFICATIONS:
- Academic: Bachelor’s Degree
- Experience: Minimum 2 years’ experience working with adults in a healthcare setting in a professional or volunteer position AND at least 2 years of related managerial experience.
- Health: Pre-employment clearance by a physician that certifies the employee to be free of infectious disease and/or restrictions that would inhibit performing job related responsibilities
- Language: Able to read, write and speak English
