Summary: Vice President of Human Resources performs a wide variety tasks which are broad in scope, and involve many complex and significant variables. VP works according to standard agency policies and procedures and standard practices of the profession, exercising considerable independent judgment to supervise and direct assigned personnel, implement programs efficiently with limited resources and solve problems. VP makes a substantial contribution to agency's mission by developing and supervising assigned departments while ensuring compliance with state, federal and agency rules and regulations. VP works with minimum supervision, referring to supervisor unusual or unprecedented situations. VP determines own priorities and schedule, with work reviewed for soundness of judgment and appropriate supervision or direction of assigned operations. VP maintains frequent contact with other agency personnel, government officials, other service providers and the public for the purpose of exchanging information, maintaining coordination and solving problems. VP works closely with Executive level staff and the Board of Directors when needed.
Duties and Responsibilities:
Maintains compliance with all regulatory bodies
. Creates processes and procedures in the HR Handbook and department SOP's that comply with the guidelines for federal, state, and regulatory bodies that are operationally and fiscally sound.
. Adheres to Easter Seals Arc HR policies and EEO/AA guidelines.
. Represents ESARC during unemployment hearings and Metro/EEOC complaints.
. Submits quarterly reimbursement requirements regarding DSP pay to the state by the required deadlines.
. Submits EEO-1, Vets, Medicare, OSHA, AAP, CARF, ACA and other documentation accurately and timely.
Employee grievances
. Conducts termination meetings in conjunction with departments.
. Handles employee grievances that have been elevated to a higher level and went through appropriate channels.
. Guides Director of Leadership and Recruitment with complaints and advice with personnel issues.
Benefits
. Supervises the HR Benefit Generalist for compliance with FMLA, ADA, ACA, and benefit plans.
. Works with benefit vendors regarding benefit renewals and open enrollment and confirms plans in conjunction with CEO.
. Maintains relationship and compliance with benefit vendors.
. Ensures 5500 information is submitted for Health and Welfare plans.
. Ensures ACA 1095 and 1094 forms are reviewed and submitted timely.
. Ensures yearly benefit regulatory mailing is compliant and sent by the HR Generalist.
Safety
. Oversees work comp program.
. Reviews work comp trends and safety incidents.
. Ensures OSHA log is submitted electronically each year.
Pay and Job descriptions
. Researches pay market data and reviews against current ESARC positions.
. Conducts pay increases in a fair and consistent manner based on market data, internal systems, and fiscal guidance from CEO/CFO.
. Updates job descriptions and pay scales as appropriate.
. Reviews performance review templates with Program VP's to ensure templates are appropriate and operationally effective.
Agency operations
. Oversees the HR Directors in ENI Network.
. Communicates the Balanced Scorecard development and implementation for the HR department.
. Creates and maintains assigned department budgets.
. Determines appropriate staffing needs.
. Represents the agency in board meetings, and affiliate conferences and meetings.
. Works closely with the Executive Team on strategic initiatives and compliance.
. Conducts other duties as assigned.
Committees
. Attends Board meetings and Operations Committee meetings as requested.
. Attends Executive team and Managers meetings
. Other committee participation as charters are created.
Requirements:
Qualifications:
. At least 18 years of age
. Bachelor's Degree in Business, Human Resources or related field required. PHR or SPHR preferred.
. 5 years of experience in a Human Resources supervisory/leadership role required.
Working Conditions: VP performs duties in a standard office environment. VP works with minimum supervision, both alone and with others in a team environment. VP frequently works on several tasks at the same time, often under time pressure. Work may require light lifting. VP occasionally works extended hours, weekends and/or evenings, and occasionally travels out of town when needed, sometimes overnight. VP must be available by phone in emergency situations.
PHYSICAL REQUIREMENT- Work may require light lifting. Incumbent responds to code drills in the main building and must be able to handle upset staff. Majority of work is done on a computer or in a meeting setting.
