Description:
OVERALL OBJECTIVE: To achieve quality construction in accordance with the plans and specifications.
JOB COMPLEXITY/SCOPE: Observes and inspects construction activities and initiates actions as required to keep construction progress in line with overall project schedule and in conformance with the contract documents. Assignments may cover multiple functional areas and/or multiple disciplines.
SUPERVISION: Normally receives general instructions on routine work, detailed instructions on new projects or assignments. May require independently performing conventional technical function at times. May provide technical direction to lower-level personnel.

JOB DUTIES:
Quality Management
-
Ensure project conforms to contract plans, specifications and applicable standards.

Performs field inspections during construction process to ensure design intent and specifications met.
-
Develops and manages completion of corrective action items.
-
Prepares field measurements and quantity calculations.
-
Reviews test results.
-
Reviews contracts, plans, and specifications.
-
Assists Resident Engineer/Construction Leader in the coordination of field activities.
-
Advises Resident Engineer/Construction Leader of any deficiencies or issues.
Cost and Schedule Management
-
Reviews design and bidding documents.
-
May be responsible for the initiation and preparation of change orders
-
May review contractors' payment applications, change orders, and equipment-vendor payment requests, making recommendations to Resident Engineer.

Oversees construction progress and compares activities to approved project schedule and alerts RE/CL of conflicts or delays.
Contract Administration
-
Prepares and maintain proper documentation of all project-related activities.
-
Assists in project closeout both internally and externally.
-
Reviews and processes project correspondence.
-
Assist in preparing weekly minutes as needed.
Requirements:
QUALIFICATIONS AND REQUIREMENTS:
-
Bachelor’s degree or higher in Civil Engineering
-
Engineer in Training (EIT) Certificate preferred or Professional Engineer (PE) certificate preferred.
-
IDOT Documentation of Contract Quantities preferred.
-
Active member of local engineer organizations preferred.
-
Prior experience working with local public agencies preferred.
-
Ability to use a computer, the Internet, and word processing, spreadsheet, and email software

PHYSICAL AND MENTAL REQUIREMENTS:
Job duties in an office setting require the following:

Ordinary ambulatory skills sufficient to move throughout the office;

The ability to exert up to 10 pounds of force occasionally and/or a negligible amount of force constantly to move objects;
