Duties and Responsibilities:
Lead for getting candidates onto billable programs as well as moving existing employees between programs in the most efficient way possible.
o Responsible for monitoring contract end dates to prepare for transitions and placement.
o Responsible for working with the contracts team to understand the salary boundaries and utilizing those numbers for moving existing employees and to provide the recruiting team with guidelines for offers.
- Assist in developing and implementing a comprehensive staffing strategy aligned with the program’s objectives, ensuring the right mix of skillsets and resources are available to meet program demands.
- Collaborate with Human Resources, Recruitment teams, Security, and Subcontractors to identify, attract, and onboard top talent for various positions, considering both technical expertise and cultural fit.
- Efficiently allocate personnel to projects, taking into account project requirements, individual capabilities, and availability, while optimizing resource utilization across multiple projects.
- Conduct ongoing assessment of resource needs and utilization to anticipate staffing requirements and proactively address potential bottlenecks or skill gaps.
- Oversee relationships with sub-contractor companies, ensuring their adherence to staffing timeliness, quality, and contractual obligations.
- Monitor and evaluate the performance of the staffing process, continually identifying areas for improvement and implementing necessary changes.
- Ensure all staffing activities comply with relevant government regulations, labor laws, and contractual obligations.
- Plan, execute and document recruiting strategies and activities that align with Affirmative Action.
- Provide regular updates to senior management on staffing status, challenges, and solutions, helping to maintain transparency and alignment with program objectives.
- Coordinate, book and execute job fairs with various industry partners.
- Foster a collaborative and supportive work environment for all Quevera personnel.
- Track skills of current contract personnel.
- Ensure resume compliance and alignment.
- Stay abreast of industry trends, best practices, and emerging technologies in talent acquisition and staffing, integrating relevant insights into the program’s staffing approach.
- Develops relationships with staffing managers, program managers and team leads where appropriate.
o Attend team status reviews and interface with appropriate team personnel.
o Arrange periodic face to face one on one meetings, lunches, etc. to build relationships.
- Works with Quevera employees to keep their resumes up to date, utilizing appropriate and consistent terminology.
- Works with Quevera employees to proactively determine desires to change programs.
- Works with Quevera business development to provide cleansed/anonymous resumes when needed.
- Works with Quevera proposal team to develop, review, and clearly articulate staffing process and provide compliant resumes associated with proposal submission.
- Works with Quevera recruiting to define and clearly communicate staffing needs.
- Work with other staffing team members to keep all tools up to date with latest openings across all Prime and Subcontracts (i.e. ADP & iQP).
- Communicates needs and priorities to recruiting team.
- Provide input and assist in managing budget for Staffing
- Recommend tools and licenses needed for Staffing and Recruiting to be most effective
- Provide input into appropriate manpower for Staffing
- Provides monthly reporting on hiring, retention, as well as movement between programs.
Qualifications:
· Bachelor’s Degree or higher in an IT, Business, Communications, Engineering, Math, Science, Human Resources or related field
- Two or more (2+) years of related experience
- Experience working in the cleared space with polygraph candidates
- Must be able to communicate, converse, and exchange information with peers and senior personnel
- Must be able to accommodate a hybrid work schedule
- Ability to work independently as well as working in a team atmosphere adhering to tight deadlines
- Energetic, self-motivated, highly organized, with initiative to solve problems
- Has a growth versus a fixed mindset.
