SSLGC seeks an experienced, positive, outgoing, service-oriented Assistant General Manager with exceptional interpersonal and leadership skills with a collaborative management style. The ideal candidate will possess well-rounded knowledge of the water utility industry and will have exceptional leadership skills in building and motivating teams to meet and exceed high standards for service, efficiency, and accountability.
POSITION SUMMARY:
Under administrative and policy direction of the General Manager, the Assistant General Manager provides highly responsible and professional assistance to the General Manager in the overall administration of the Corporation; directs, oversees, plans and coordinates the activities and operations of the Corporation involving public information, human resources, financial management, and oversees the operations, maintenance and construction related the Corporation’s water supply, water production, water quality control, wellfield, treatment, transportation and delivery of water; may act as General Manager in the absence of the General Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Under the direction of the General Manager performs the following:
- Responsible for the development and implementation of organizational goals, objectives, policies and procedures; overall priorities, allocates resources, guides conduct of the work plan, and monitors and evaluates work methods and procedures.
- Recommends administrative and operational principles and practices, including goal setting and program development either directly or through subordinate levels of management and supervision.
- Grows and promotes a Corporation philosophy that enhances morale, promotes productivity and encourages a culture of caring professionalism and excellence.
- Plans and coordinates through subordinate level staff work plans and project assignments; assess work methods and procedures, meets with staff to identify and resolve problems.
- Trains, motivates and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; makes recommendations to General Manager for implementation of discipline and termination procedures.
- Assesses and monitors processes and procedures; identifies opportunities for improvement and resources needs; reviews with appropriate management staff; implements needed changes.
- Provides responsible assistance to the General Manager through attending a variety of board, city council, utility and regional planning committees as necessary; prepares and presents staff reports and other necessary correspondence.
- Explains departmental programs, policies and activities; negotiates and resolves controversial issues; investigates and responds to difficult citizen/landowner inquiries and complaints.
- Responsible for SSLGC staff purchasing including timely and accurate preparation and submission of quotations, purchase requisitions, purchase orders in accordance with the Purchasing Policy and oversees purchasing deliverables.
- Plans, organizes and works with the General Manager for an effective financial management program; manages the Corporation budget, responsible for overseeing capital projects budgeting and repair and replacement budgeting, oversees capital improvement planning; monitors cash flow; performs financial and statistical analysis and prepares reports as needed.
- Responsible for overseeing SSLGC staff in monthly water production/delivery reporting and water sales customer invoicing.
- Responsible for SSLGC’s water leases, hunting leases, grazing leases and other land use developments; reviews and updates lease data to ensure all payments and are in accordance with the terms of the leases; keeps leases current while tracking and managing changes in ownership of tracts through contact with landowners or changes through appraisal district(s); oversees recordkeeping, tracking and lease payments.
- Responsible for managing construction and maintenance projects to ensure timely and cost-efficient completion; regularly inspects work in progress and provides technical direction as needed; reviews utility plans and coordinates with engineers, contractors, and staff accordingly.
- Responsible for easement/land acquisition projects through coordinating information and documentation with attorneys, landowners, engineering and right of way consultants as needed.
- Assists the General Manager with the management of well production/export permits and water rights associated with the Gonzales County Underground Water Conservation District and the Guadalupe Country Groundwater Conservation District.
- Responsible for reporting and recordkeeping for TCEQ regulatory compliance, monitors and interprets current and pending legislation/regulations which may impact SSLGC activities, remains current on all rules and regulations for TCEQ, TWDB, Groundwater Districts, etc.
- Attends meetings after normal working hours; observes all safety rules and procedures.
- May act in the absence of General Manager; performs other duties as assigned.
EDUCATION AND EXPERIENCE REQUIREMENTS:
- Requires Bachelor’s Degree in Public Administration, Business Management, Civil Engineering, Water Resources, or related field of study.
- A minimum of four (4) years of related work experience is required in administration or management related to utilities, water districts or municipal services.
- Combination of equivalent education and experience may be considered.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of principles of management, administration, leadership, supervision and training
- Knowledge of principles and practices of program and project management
- Knowledge of budget preparation and management, business letter writing and report preparation
- Knowledge of principles and practices of financial management human resources management and risk management concepts and approaches
- Knowledge of civil engineering principles, practices and methods particularly as applies to water utilities
- Knowledge of construction practices and materials used in composition, engineering and configuration of water infrastructure
- Knowledge of TCEQ rules and regulations, A.W.W.A. standards, conservation and drought ordinances
- Ability to prepare and present concise, logical oral and written reports
- Ability to exercise a high level of tact and integrity due to the great frequency of senior level internal and external contacts and the high degree of exposure to confidential and sensitive data and files
- Ability to maintain a professional demeanor and an orientation towards customer service
- Ability to supervise, organize, and communicate effectively while maintaining an environment of high morale
- Ability to create and guide implementation of capital improvement plans or programs
- Ability to create plans and guide implementation of major construction projects
- Ability to maintain constructive cooperative working relationships with others
CERTIFICATIONS AND LICENSES REQUIRED:
- Requires a valid driver’s license.
