As the Early Learning Evaluation Analyst of the Preschool & Early Learning Division in the
Department of County Human Services
(DCHS), you will actively champion racial justice within early childhood programs and systems at Multnomah County and in the community. You will support applied research and program evaluation efforts for a dynamic and highly visible preschool initiative focused on racial equity.
Together with the Research and Evaluation Team and community partners, you will design and develop small to medium sized qualitative and quantitative evaluation efforts in order to strengthen Preschool for All implementation and quality. You will work to build strong and effective working relationships with colleagues and community partners. The focus of this role is to support continuous process improvement, implementation quality, and community engagement.
Primary responsibilities include:
Research & Evaluation Design and Implementation
Lead small to medium sized projects that support process evaluation efforts to better understand and improve the implementation of Preschool for All. These projects might include:
Conducting qualitative interviews, facilitating focus groups, leading retrospectives, and developing survey tools to gather insights on stakeholder experiences
Helping to identify performance metrics, key indicators, and possible measures
Consulting with contracted agencies and other key stakeholders to coordinate data collection processes and reporting systems
Analyze data & share findings
Analyze quantitative and qualitative data from both primary and secondary sources, including a variety of local and statewide early learning databases. Analysis activities might include:
Generating descriptive statistics and summarizing key qualitative themes
Assisting with preparing key data insights for division and department presentations on implementation status, program goals, and learnings
Drafting and preparing reports and presenting findings in oral and written formats
Using plain and accessible language that centers the voices and experiences of Black, Indigenous, and People of Color
Policy research & analysis
Conducting literature reviews to evaluate best practices nationwide in the areas of early learning, continuous program improvement, education, workforce development, equitable practices, and other related topics to Preschool for All
Developing data protocols and documentation

Key Knowledge & Experience:
Advanced knowledge and understanding of the issues surrounding equity, inclusion, implicit bias, institutional racism, and other forms of systemic oppression
Knowledge and understanding of cultures, customs and social experiences of communities experiencing marginalization and barriers to opportunity, especially for Black and Indigenous families, and Families of Color
Experience collecting and using data to inform change utilizing a racial equity lens or framework
Experience with mixed methods applied research
Experience working with data from early childhood or education settings that focuses on children, families, or educators.
Experience engaging community stakeholders with a focus on Black, Indigenous and People of Color
Knowledge and understanding of trauma-informed practices that actively resist retraumatization of individuals and communities

Minimum Qualifications/Transferable Skills*:

Bachelor's degree or equivalent practical experience
Two years of experience in one or more of the following areas: data collection, data management, data analysis, data visualization, program evaluation, qualitative and quantitative methodology, research design,

Required Knowledge, Skills, and Abilities (KSA):
Advanced knowledge of early childhood systems, structures, and research for children aged 0-7.
Knowledge of implementation science approaches and experience designing and implementing continuous quality improvement processes
Advanced ability to identify and address personal biases
Advanced knowledge and skill in advancing racial justice, understanding how systems of oppression intersect, and applying an equity lens in research and evaluation efforts

Type of Position: This hourly union-represented position is eligible for overtime pay.
Schedule: Monday - Friday, 40 hours per week
