Where You Will Work
The position is assigned to Business Plans & Operations (BPO) Directorate, Cost and Acquisition Assessment Group (CAAG) within the National Reconnaissance Office (NRO). Incumbent serves as Cost Team Analyst responsible for effectuating analyses to provide greater insights into both the resources expended for NRO's complex systems and services acquisitions as well as the resources utilized by NRO as an organization.
Responsibilities include supporting the preparation and review of wide-ranging cost analyses supporting Director/NRO, Principal Deputy Director/NRO and/or Director/BPO requests; conduct cost and financial analysis activities including, but not limited to: the preparation and review of independent cost estimates and analysis of NRO's systems and trade studies in support of future strategic architectures for NRO systems.

What You Will Be Doing
- Assist with the cost and technical data collection and model development, designing, developing and implementing new cost estimating models and/or model enhancements.
- Develop appropriate cost instructions/policies for Request for Proposals (RFPs) in support of major program source selections, performing cost/price evaluations during source selection evaluations. Explain, defend, and brief results to management.
- Help design, develop, research, and maintain tools to enhance NRO cost estimating capabilities.
- Provide input to the Director and Deputy Director of the Cost and Acquisition Assessment Group on the use of complex cost estimating tools, models, and methodologies.
- Evaluate cost estimates prepared by NRO and/or Other Government Agency program offices or expanded programs to identify critical budgetary, schedule, and programmatic risk factors.
- Implement new cost estimating models and/or model enhancement
- Support the development of appropriate cost instructions/policies for Request for Proposals (RFPs) in support of major source selections
- Perform cost and technical data collection on NRO, NASA, DoD, and commercial programs
- Build and assess cost estimating tools
- Determine and/or execute actions for a wide range of assignments involving combinations or complex features.
- Provides advice to senior colleagues and/or agency officials responsible for board program operations.

- Provides expertise and advice on program planning and policy-making functions covering a broad range of engineering, architecture, or scientific programs.
What You Need
- Bachelor’s degree in any of the DoD recognized STEM fields of study. For example, Engineering, Mathematics, Physical Sciences, or Operations Research related fields or a Master’s Degree in any of the DoD recognized STEM fields of study.
- Knowledge of all aspects of life cycle cost estimating.
- Knowledge of cost estimating tools.
- Ability to perform quantitative or financial analysis.
- Strong computer skills, particularly in dealing with spreadsheet applications, Python, R, etc.
- Experienced in cost estimating including developing cost estimating relationships and designing cost estimating models
- Ability to analyze complex financial issues and present results to senior managers
- Understanding of earned value analysis principles and processes
- Excellent interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects with limited supervision
- Excellent communication skills, including ability to communicate effectively with people at all levels of leadership and ability to give effective oral presentations at levels appropriate and tailored to specific audiences.
- Proven critical thinking skills and reasoning skills as demonstrated by experience in preparing analytical assessments and other written products with emphasis on clear organization and concise, logical presentation.
- Knowledge of and ability to apply analytic, diagnostic, and qualitative techniques sufficient to produce authoritative analytical products and the ability to employ new methodological approaches to analyze information.
Desired Qualifications
- Experience with NRO missions, programs, and management processes.
- Knowledge of DoD and Intelligence Community (IC) organizations, missions, relevant policies, and processes.
- Government acquisition experience or equivalent
Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above.

Travel Statement: Position may require temporary duty (TDY) business travel to contractor and military sites CONUS and OCONUS approximately 25% of the time. DAWIA: This is a Defense Acquisition Work Improvement Act (DAWIA) position: Employees Grade 12 designated in Non-Critical Acquisition Positions, must meet appropriate certification requirements IAW the DAWIA within the designated grace period (Foundational-3 years / Practitioner-5 years) after accepting the position. Employee shall maintain, a minimum of 80 Continuous Learning Points every 24 months via the services acquisition management system

Salary
This position meets the qualifications for Defense Civilian Intelligence Personnel System (DCIPS) Targeted Local Market Supplement (TLMS) STEM pay for NRO Cadre employees and candidates as authorized by the office of the Under Secretary of Defense for Intelligence and Security's (OUSD(I&S)). Cadre employees and candidates are eligible to receive STEM pay if they are currently serving in a STEM designated position. Should a Cadre employee or candidate earning STEM pay change positions within the organization, they must be assigned to another STEM qualifying position in order to continue to remain eligible for STEM pay. STEM salary range for the Washington DC area:
GG-12: $114,639 - $149,026

Hiring Incentives
The NRO may offer hiring incentives and other entitlements at management’s discretion.
Trial Period
All new DCIPS employees will be required to serve a 2-year trial period.
