Purpose:
Provides leadership in the development, support, and maintenance of the agency utilization and quality management systems, in a culturally competent and responsive manner. Responds to requests for information from staff and external parties as required. Articulates C4s mission and vision.
Minimum Qualifications:
-
Bachelors or Masters Degree in social work or a related field, and a minimum of 5-7 years of clinical and administrative experience.
- Prior not-for-profit experience with a mental healthcare provider.

Expertise in understanding the wide range of clinical services offered within community mental health.

Personal vehicle, valid drivers license, insurable driving record, and vehicle insurance.

Duties and Responsibilities:
-
Coordination of ongoing UM Reviews quarterly (create database, conduct secondary reviews, compile data, chair meetings).
-
Co-chair of CRDC meetings.
- Liaison for C4 on the BHCs Clinical Committee.
-
Liaison for C4 on the BHCs Performance Improvement Committee.
-
Manage referral data for BHC (external BHAL and direct referrals to C4).
-
Co-trainer for monthly CIS orientation for new C4 staff.
-
Create/Update and distribute weekly QI report.
-
Create/Update and distribute monthly compliance reminders (MHA & TP).
-
Check and compile monthly compliance data (by Site, by Program, by Clinician).
-
Provide leadership and coordination for external auditors & reviewers.
-
Provide leadership and coordination for Joint Commission accreditation activities.
-
Function as the OIG liaison and trainer (New Staff Orientation).
-
Provide back-up to the CIS Administrator (create Staff Profiles, handle change requests).
-
Compile data for C4 Boards Strategic Planning Committee (at least quarterly).

Provide ongoing management of CIS clinical database (closing cases that did not show for IA; changing dates related to compliance, adding primary clinician to open cases, etc.)

Provide ongoing efforts to maintain and improve agency compliance, including checking CIS and alerting clinical staff, supervisors, and directors.

Quality and Compliance Activities to find and amend records in CIS as needed.

Communicates effectively with the Senior Director and President/CEO, by providing routine status reports, and advising of significant problems, including operational issues, that interfere with the achievement of service objectives.
- Initiates, cultivates, and maintains professional relationships within C4 to enhance communication, shared vision, support, and program alignment.

Fosters a collegial and transparent operating culture among site staff.

Initiates, cultivates, and maintains relationships with human services and governmental agencies, health service vendors, and public and private groups to enhance service delivery and Agency presence in the community.

Works closely with C4 leadership to evaluate systems for process improvements and efficiencies.

Stays aware of current service delivery, medical services, and operational reporting requirements, techniques, and practices.

Actively participates on committees and special projects.

Adheres to C4s confidentiality practices and procedures.

Performs other duties as assigned by the Senior Director and President/CEO.
Working Conditions
-
Normal office environment, including movement from desk to other work areas in a multi-floor and multi-building work environment, in order to carry out duties.
-
May also be required to provide supervisory consultations over the phone while off site or outside of normal business hours.

Required to drive to all C4 site locations, as needed.
