PROGRAM MANAGER
Position Overview
The Program Manager provides leadership in developing, planning, organizing, and directing activities associated with Vineyard Resource Center’s services and resources. Key duties include building collaborative partnerships, supervising program staff, and working with diverse stakeholders. The Program Manager must understand trauma-informed principles and maintain a balance of kindness, competence, and care towards self, colleagues, and those we serve.
About Vineyard Resource Center:
The Vineyard Resource Center hosts our Community Meal Program and the Open Heart Refuge. The Community Meal Program offers free, nutritious meals in a welcoming dining room, with take-out options for convenience. The Open Heart Refuge provides nightly shelter and a hot breakfast, along with access to critical resources. The center also houses our primary production kitchen, preparing hundreds of meals daily for distribution across the Tri-Valley. Additional services include free showers and laundry, mailboxes, case management, and housing navigation.
Reports to: Operations Director
Status: Full-Time, exempt
Salary: $79,000-$87,000 DOE
Schedule: Monday - Friday with occasional weekends and evenings
Location: Vineyard Resource Center, 450 N. Livermore Avenue, Livermore.

KEY RESPONSIBILITIES
Service Provision
- Partner with Housing Consortium of East Bay’s Property Manager and Open Heart Kitchen’s Operations Director to deliver high-quality services consistent with Open Heart Kitchen’s mission, vision, and guiding principles.
- Ensure clients receive trauma-informed services in a safe, clean, and healthy environment.
- Provide high-quality crisis intervention and seek appropriate support for difficult or emergency client situations.
- Implement and manage the appeal process respectfully, timely, and consistently with Vineyard/Open Heart Kitchen policies.
Daily Operations Management
- Oversee and maintain daily operations of Vineyard Resource Center, including community meal programs, partnerships, Open Heart Refuge, and mail services.
- Collaborate with Housing Consortium of East Bay to manage, evaluate, and implement joint programs, procedures, and policies.
- Address and respond to all client interactions, including mental health, substance use, and service dissatisfaction issues.
- Evaluate staff, volunteer, and guest interactions to ensure adherence to rules, policies, and procedures.
- Manage client records to ensure accuracy, confidentiality, and security.
- Ensure facility cleanliness and maintenance, addressing any issues promptly.
Team Supervision and Training
- Supervise and train staff and volunteers to deliver consistent, high-quality resources and services.
- Promote a trauma-informed workplace balancing kindness, competence, and care.
- Engage with coordinators, housing navigators, and community partners to improve programming and service delivery.
- Ensure staff receive thorough job training and understand the broader mission and vision of Open Heart Kitchen.
- Work with the Operations Director to schedule staff shifts and ensure adequate coverage.
- Collaborate with housing navigators, case managers, and care coordinators to support clients in finding permanent housing.
QUALIFICATIONS
Education and Experience
- Bachelor’s degree in a relevant field or equivalent combination of education and experience.
- At least two years of relevant experience in program management, scheduling, and staff supervision.
- Deep understanding of homelessness challenges and a genuine commitment to supporting low-income individuals and families.
- Demonstrated competence in working with diverse stakeholders.
- Commitment to a trauma-informed workplace demonstrating kindness, competence, and care.
- Strong leadership and organizational skills.
Communication and Cultural Skills
- Bilingual in English and Spanish is highly desirable.
- Excellent de-escalation skills.
- Strong written and verbal communication skills.
- Ability to build relationships with diverse groups, including marginalized and underserved populations.

Computer Skills
- Proficiency in Microsoft Office suite and other business software, especially Excel and data management.
- Experience with Gmail, Google Drive, Google Sheets, and Google Docs is highly desirable.
Requirements
- Proof of negative TB test (re-test every 4 years).
- Availability to work occasional weekends and evenings.
- Ability to lift and/or move up to 50 pounds occasionally.
- Maintain confidentiality and demonstrate professional ethics and diplomacy.
