Summary
The Chief Financial Officer (CFO) is responsible for overseeing all financial activities, budgeting, and accounting operations of the City of Shepherdsville, KY. This includes managing the City's budget, investments, debt financing, payroll, and financial statements. The CFO will work closely with department heads to develop long-term financial plans and ensure the financial health of the City.
Essential Duties and Responsibilities:
- Execute sound financial strategies in the city’s best interests.
· Maintain executive responsibility for financial operations including; working capital, capital expenditures, debt levels, taxes, budget and general accounting.
- Coordinate and supervise all City activities related to finance, accounting, budgeting, and financial policy transactions.
- Develop and manage the City’s annual budget.
- Manage processes for financial forecasting, budgets and consolidations, planning and analysis.
- Develop and direct financial plans to deliver the strategic business plan, company growth and market opportunities and direction.
· Establish and maintain stable cash flow management policies and procedures, and ensure cash resources are available for daily operations.
· Set up and/or oversee all financial and operational controls and metrics within the organization.
· Administer City banking, investment, and debt policies.
- Manage the City's finances to provide for bonded debt service for general obligation bonds, revenue bonds, and local government district bonds.
- Maintain financial, accounting, audit, and related records, reports, documents, projections, and information files.
- Work with department leaders to develop long-term business plans and strategies.
- Prepare financial outlooks and forecasts.
- Track ongoing projects and departmental spending habits.
- Monitor and analyze monthly operating results against the budget.
- Maintain records of all City loans and grants.
- Work with the Assistant Finance Director to complete year-end procedures, process W-2s and audit preparation.
- Manage inter-company funds and propose banking changes.
- Present capital projects, budget analysis, and the overall financial status of the City.
- Audit all accounts on a monthly basis.
- Build, lead and direct the finance and accounting team.
· Prepare and compile monthly accounting reports; provide to City Council.
- Perform other duties as assigned by the City Clerk or Mayor.

Education and/or Experience:
· Bachelors degree from an accredited college or university in Accounting, Finance, Business Administration, or a closely related field is desired.
· Four years of progressive finance experience, with at least two years in a supervisory capacity.
· Demonstrated proficiency in Word, Outlook, and PowerPoint with advanced proficiency in Excel.
· Must pass requirements to be insured under a bond or surety agreement.
