The Program Manager will oversee Montgomery County Reengagement and Homeless Youth Drop-in Center (MoCo Reconnect). The Program Manager plays a critical role in the success of MoCo Reconnect and leads the reengagement efforts to connect over 200 youth ages 16-24 to educational and employment opportunities in addition to case management including housing services and resources. The Center also serves as an entry point to the Montgomery County Continuum of Care. Youth at risk or experiencing homelessness will be provided low barrier access to showers, laundry, meals and other basic necessities. MoCo Reconnect staff will work with youth to resolve their housing crisis through assessment and connection to housing support. Additionally, all youth assessment, case management notes, and demographic data will be entered into Homeless Management Information System (HMIS) and LAYC’s data system, Efforts to Outcomes (ETO).

ESSENTIAL RESPONSIBILITIES
Team Development/Leadership
-
Directly supervise a team of 4 staff and facilitate weekly to bi-weekly individual and group supervision to foster growth and ensure program goals and objectives are carried out.
-
Align all program staff and ensure clarity drives all tasks and directions.
-
Cultivate relationships with all staff to promote programmatic and departmental culture based in Positive Youth Development (PYD).
-
Establish goals for and monitor performance all program staff.
-
Conduct annual performance appraisals and recommend salary adjustments.
-
Ensure staff receive timely and appropriate professional development specifically related to HMIS data entry, HMIS reports, effective case management, and housing resources in the county.
-
Mentor and develop managers and staff using a supportive and collaborative approach.
-
Research and incorporate best practices, using a Positive Youth Development framework, to enhance all youth services at MoCo Reconnect including case management, education, wellness, and workforce.
-
Develop and maintain positive relationships with youth and their family members, soliciting feedback and checking for the effectiveness of activities from youths’ perspectives, to facilitate success in the program.

Ensure all outreach materials such as brochures, flyers, and newsletters are updated regularly.
-
Motivate and inspire staff to perform at high levels and meet the expectations of their positions.

Lead staff in recruitment and outreach activities to ensure more than 200 enrollees per year.
-
Assist to plan and coordinate special events or activities that support the program, including orientations, retreats, resource fairs, and graduation ceremonies.
-
Ensure the center is fully covered and that all staff’s schedules including PTO and trainings are all considered when ensuring the center is fully staffed.
-
Recruit, screen, and hire contractual, part time, and/or full-time personnel.
-
Ensure that any staff shortages or other unforeseen challenges are resolved in a timely fashion.
Data & Reports
-
Provide services and enroll over 200 youth a year.
-
Initiate and participate in the development of systems to track engagement, attendance, and outcomes.
-
Interpret and use data on an ongoing basis to improve MoCo Reconnect services and operations.
-
Ensure all program youth data is entered into HMIS and ETO on a weekly basis by all staff including but not limited to outreach, intakes, case notes, GED attendance, GED scores, satisfaction survey, drop-in services (showers, meals, recreation, hygiene kits, laundry, etc), exit forms, demographic data, housing acquisition efforts, and workshop attendance.

In collaboration with the Learning and Evaluation Team, ensure all reports and invoices for the two contracts (re-engagement and housing services) are turned in on a timely basis to the MMYC Director and Montgomery County Collaboration Council Program Director.
-
Send out quarterly calendars to program monitors, MoCo Reconnect and LAYC staff that includes all programming and events at MoCo Reconnect.
-
Track and review all incident reports (reports need to be completed within 24 hrs of incident occurrence) and ensure they are submitted to all required parties (MMYC Director, MCCC Program Director, and Sheppard Pratt Leadership).
Budget, Compliance and Development
-
Manage about $610,000 between two funding streams funneled through the Montgomery County Collaboration Council a year. Ensure operational funding is tracked in real time and that year-to-date totals are updated on a weekly basis.

Utilize Martus platform to track and confirm spending of both funding streams throughout the year.
-
Enter all credit card receipts into financial tracking database on a weekly basis and submit monthly report with all completed and reconciliated purchases to the MMYC Director by the 3rd of each month (all this is uploaded to Martus by the LAYC finance team)
-
Meet all deadlines throughout the year (data, reports, financial – invoices and reconciliations)
-
Submit contract budgets with the help of the MMYC Director for both funding streams.
-
Complete budget modifications with the help of the MMYC Director for both funding streams and communicate these budget changes and program needs with funders and contract monitors.

Engage in the updating and renegotiating of program contracts with the MMYC Director, MCCC Program Director, and LAYC Grants Team
-
Assist to revise site and program-based policies and procedures.
-
Ensure staff effectively monitor and enforce compliance with various funder requirements.
-
Adhere to rules of confidentiality.
-
Responsible for internal file audit.
-
Adhere to all LAYC/MMYC policies.
External Relationships
-
Manage and cultivate relationships with local government officials, funders and community partners regarding program needs, budgets, compliance, and effectiveness.
-
Represent LAYC with external constituency groups, including community, governmental, and private organizations, Montgomery County committees, coalitions, and other working groups relevant to issues impacting youth.
-
Advocate and engage with Montgomery County leaders and other stakeholders to drive policy changes to better serve young people.
-
Effectively work with a wide range of partners ranging from service providers to funder, policy makers and similar high-level stakeholders to communicate programmatic needs and guide and implement programming accordingly.
-
Develop relationships with the local school district and re-engagement partners to conduct outreach to youth who have dropped out of their schools or are at-risk of dropping out of school.
-
Ensure that the re-engagement program is meeting critical goals and addressing barriers to success, including strategies related to outreach as well as partner relationships with community-based organizations and key agencies.
EDUCATION & EXPERIENCE REQUIREMENTS
-
A bachelor’s degree in social work, counseling, psychology, or related field required.
-
Minimum of 3 years of experience working adolescents and families, preferably in a community-based and multicultural setting
-
Experience managing a project including budget management and staff supervision.
-
Current Valid Driver’s License.
-
Excellent interpersonal skills including the ability to relate to culturally diverse youth.

Communicate effectively with staff and youth.
-
High levels of initiative, flexibility, and organizational skills.

HMIS and housing services experience preferred.

Experience working with out of school/at-risk youth preferred.
SKILLS & QUALIFICATIONS

This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 10 lbs. May require the ability to travel locally and/or regionally.
