POSITION DESCRIPTION:
Reporting to the Chief Operating Officer, the Director of Housing Development is responsible for overseeing a portfolio of real estate housing development projects from inception through design, predevelopment through construction, completion, conversion, and occupancy. The ideal candidate will likely possess substantial experience in nonprofit supportive housing, shelter development, government, asset management, real estate and/or microfinance and housing finance arenas and must demonstrate significant accomplishments and past housing project management leadership success. In addition, this person must be a hands-on project manager, strategic thinker, detailed planner, problem solver, and be able to respond to changing conditions quickly and effectively. This role will be responsible for managing complex projects across various groups of stakeholders and will be the primary point of accountability for the granular day-to-day steps required on behalf of the agency to consistently achieve milestones towards completion on these projects.
RESPONSIBILITIES:
Project Management
- Design and guide internal and external project stakeholders through conversations/activities to identify agency/program objectives, needs, and goals. Analyze findings from these efforts to develop potential methodologies for achieving these goals and define an innovative and comprehensive expansion strategy (including transitional and permanent housing initiative options) and best practices. Present findings with recommendations to senior staff;
- Lead site identification efforts to explore building and land options available within the agency’s target markets by joining site visits, conducting feasibility evaluations, and engaging in location-based research;
- Manage due diligence efforts to coordinate any acquisition processes and support with the selection process for any additional partners, vendors, and consultants necessary for the potential project;
- Coordinate all activities from inception/design to predevelopment, construction, completion, and conversion both internally and with external partners such as architects, developers, environmental engineers, tax credit investors/syndicators, contractors, lawyers, and other consultants;
- Identify relocation opportunities for staff and residents during active renovations or new construction projects;
- Locate properties for program transfer in advance of lease expiration and coordinate senior leadership facilitation;
- Prepare, facilitate, and participate in senior leadership meetings as requested, including board meetings at times;
Resource and Relationship Development
- Collaborate with senior leadership, partners, and funders in securing, coordinating, and requisitioning project capital and operating funding and financing;
- Create real estate-related financial projections, requisitions, timelines, including pro-forma projections of development and operating budgets, construction draw schedules, underwriting, cash flow and reserve analyses, etc. Monitor project cash flows during pre-development, construction, and conversion- tracking project budgets and expenditures while proactively identifying any vast variance;
- Assist the Development team with the preparation of responses to Requests for Proposals and Qualifications as well as all necessary funding applications. Coordinate with appropriate entities, including external partners, government agencies, equity and debt providers, and other private and non-profit entities to obtain materials to seek funding;
- Identify new opportunities to expand government and foundation supporters and individual donor base for projects;
- Establish and maintain partnerships with other community-based organizations, local public schools, neighborhood houses of worship, and citywide community development, housing and organizing agencies in target markets;
- Research and prepare summary reports of city-owned land with potential for nonprofit acquisition, relevant buildings for sale, and projects of interest that may inform the agency’s expansion strategy;
- Coordinate and staff tours of existing agency locations for stakeholders relevant to expansion projects;
- Attend meetings and webinars to gather information on funding requirements and processes from various sources;
- Represent the agency in various capacities, including events where public speaking may be required;
- Develop relationships with Real Estate Brokers, application bank representatives, voucher-issuing agencies, and other stakeholders to expand access to permanent housing pathways for clients in the agency’s transitional housing;
- Design new materials, toolkits, and demonstrative resources that contain innovative, outcome-oriented, and impactful messaging for marketing, education, and project buy-in with diverse audiences;
Administration and Compliance
- Collaborate with consultants throughout the development process, including land use review protocols;
- Engage in relevant land use activities including, but not limited to, mapping out timelines for critical zoning needs, community outreach and notification, elected official education, relationship development with key parties, etc.;
- Structure project ownership models in collaboration with senior leadership and retained counsel adhering to applicable financial regulations and industry best practices;
- Maintains up-to-date understanding of applicable laws and regulations for each project (local laws, zoning regulations, building code (including certificate of occupancy process), construction, affordability eligibility, tax credit compliance, identifying red flags and risks proactively and appropriately seeking advice on behalf of the agency from external counsel, and
- Develop an organized and intuitive electronic filing system to maintain project files in digital format;
- Gather, analyze, and prepare reports detailing data on work orders and flow at existing properties for real time context of the operational realities of the agency’s properties which can inform critical future expansion decisions;
- Support the Chief Operating Officer with administrative projects potentially spanning across multiple departments;
- Other mission-motivated duties as assigned.

- Effectively use and practice Sanctuary Models tools; safety plans, community meetings, psycho-educational groups, team meetings, red flags reviews, and self-care in the program to create a non-violent and trauma sensitive culture.

- Knowledge of City and State agency partnerships, contracts, key policies and practices, and
- Broad awareness of intersecting systemic issues that impact local communities and families experiencing homelessness, substance use, mental health, legal system involvement, discrimination, poverty, etc.
QUALIFICATIONS:
- Bachelor’s degree required; relevant advanced degree preferred in related field such as Urban Planning, Business Administration, Accounting, Finance/Tax, Public Administration, Public Policy, or related field;
- Minimum 7-10 years of progressive leadership experience in non-profit management preferably with an organization serving people experiencing homelessness, supportive housing, or criminal legal/reentry services preferred;
- Proven success in developing, implementing, and monitoring large scale supportive housing projects and initiatives;
- Ability to multi-task and operate in a fast-paced environment with flexibility and positivity;
- Capable of organizing priorities, creating weekly workplans, and generating reports detailing progress updates;
- Adept at handling group collaboration with emotional intelligence and using interpersonal skills to motivate others;
- Demonstrated creation of standardized best practices, methods, project timelines, and policies;
- Able to develop, analyze, and monitor project-based financial information for feasibility and mobilization;
- Excellent written and oral communication skills; able to work with both technical and non-technical parties;
- Must be available to occasionally address after-hours emergencies and problem-solving;
- Skilled in digital literacy, using project management software, Google Workspace, Zoom, and Microsoft Office/365;

- Valid NYS Driver’s License preferred, or the ability to obtain a NYS Driver’s License within six months of hire.
WORK SCHEDULE:
The Director of Housing Development is a full-time, salaried position. Generally, the hours worked will be weekdays 9:00am-5:00pm, or at a mutually agreed upon schedule. The role requires occasional evening and/or weekend work. This role requires an in-office presence at our 703 Lexington Avenue, Brooklyn headquarters with the ability to work remotely one day per week. Travel to various agency-based locations and/or potential sites for future housing will be required. Reimbursement for mileage expenses to locations beyond the initial worksite or MetroCards for travel to off-site locations will be provided.
SALARY AND BENEFITS:
The starting salary range for this position is $90,000-$100,000. Paid time off benefits include: 14 paid holidays, 4 weeks of vacation, 3 personal days, 12 sick days, early closure days preceding Monday holidays, and a day off annually in recognition of your Birthday.
