JOB TITLE: Records Management Specialist

PRIMARY PURPOSE:
Records Specialist manages the district’s records and information management program established by the District and under Texas Government Code, Section 441.183, ensuring employees of the district receive information and training concerning state laws, administrative rules, and district policies and procedures relating to the management of records in all formats. The Records Specialist also manages all archive records for the district and oversees the record management and retention function of the district.

QUALIFICATIONS:
Required

High School Diploma or GED from an accredited institution.

Three years of job related experience
Preferred:
-
Bachelor’s Degree or higher from an accredited College or University.

Institute of Certified Records Managers Certification (CRM).

Three years of experience with state or local government records management programs.
KNOWLEDGE/SKILLS:
-
Knowledge of principles and practices of records management programs; Texas State Library
-
Archives Commission rules and regulations; local, state, and federal laws governing Records Management (RM) program.

Knowledge and skills required to systematically manage records and information in all formats during its life cycle: creation, classification, retrieval, retention, disposition.

Organization policy and practices for records management.
-
Records center operations and work safety practices.
-
Scanning and Imaging software, Microsoft Word, Excel, PowerPoint, Laserfiche.
MAJOR RESPONSIBILITIES AND DUTIES:

Conduct records audits and reviews ensuring compliance and execution of best RM practices.

Enhance the records and information management program including the creation of new procedures.

Determine records and information management training needs for district staff and develop or assist in the development of training manuals, coordinating with other departments.

Respond to specific requests by searching, locating, retrieving, and delivering information assets through established procedures

Perform tasks that support the organization’s litigation requirements and legal holds.

Capture, store, and provide access to documents and information assets in accordance with organizational policies and procedures.

Implements quality control procedures to ensure the integrity of the documents, electronic images, and metadata.

Perform all other duties as assigned
WORKING CONDITIONS:
The usual and customary methods of performing this job require the following: ability to work in a fast-paced, high-intensity work environment efficiently and effectively with frequent interruptions. Ability to maintain emotional control under stress. Job may require moderate standing, stooping, bending and lifting.
Traveling to perform site visits and campus/department training and audits. Overtime is required as necessary.
