Responsibilities
Peraton's Defense Mission and Health Solutions (DM&HS) Sector is seeking an experienced Program Manager for the Department of Veteran's Affairs, Office of Information and Technology (OIT), programs.
The program supports the OIT Product Engineering Services (PES) and Digital Transformation Center (DTC) modernization initiatives. These initiatives prioritize the adoption of modern technologies and services such as cloud solutions, low-code no-code (LCNC) platforms, and microservices; the implementation of contemporary methodologies like Scaled Agile Framework (SAFe) and DevSecOps to streamline solution delivery; embracing human-centered design (HCD) principles to craft optimal and engaging Veteran experiences; and utilizing data to continuously enhance Veteran services.
The Program Manager is responsible for all aspects of program performance. This includes achieving program financial commitments, identification and management of operational and financial risks, and driving on-contract growth in alignment with customer requirements. The Program Manager leads the integration and coordination with the Government Program Manager, Program Management Office, Contracting Officer Representative (COR), Teaming partners, vendors, and subcontractors.
What You will Do:
- Provide an in-depth understanding the VA mission, customer space, and information technology operating environment to act as a trusted technical advisor.
- Driving continual improvement across customer relationship, technical, business, and vendor relationship aspects of program performance.
- Increasing the scope of infrastructure services consumed by the VA under this contract vehicle.
- Engaging with a wide range of customers at the enterprise level to strategically align the demand for new capabilities and the services provided in the ecosystem.
- Ensure that all programmatic level responsibilities (e. g., staffing, programmatic deliverables, monthly reporting, ad hoc requests, etc.) are completed in a timely, accurate, and quality manner.
- Managing team and individual performance; identify, resolve, and monitor customer escalations as appropriate.
- Establish and manage relationships with customer subject matter experts and appropriate customer management, with an objective of maintaining and building the business.
Qualifications
Required Qualifications
- Clearance Requirement: Ability to obtain a public trust.
- 16 years or more of progressive experience.
- Project Management Professional (PMP) certification
- SAFe Agile Product Manager or other SAFe certification(s).
Desired Qualifications
- Experience overseeing large Program Management Office (PMO) organizations.
- Experience leading large-scale digital transformation initiatives for the federal government.
- Demonstrated experience working directly with and advising Senior Executive Service (SES) and other senior-level Government executives.
- Exceptional written and oral communications skills, including regularly developing and delivering executive-level presentations.
- Familiarity with the VA information technology operating environment, policy, governance, and leadership structure.
- Strong understanding of Federal and VA acquisition, program management, and risk management practices.
- Strong background in negotiations and vendor management.
- Experience managing a program level P&L and driving on-contract growth.
- Leadership experience with diverse, multi-domain, distributed teams, and multiple simultaneous projects; experience leading technical teams in a matrixed management structure.
- Demonstrated experience with facets of personnel management and leader development.
- Skilled at establishing a collaborative approach in a complex technical environment and driving performance and continual improvement.

Target Salary Range
$135,000 - $216,000. This represents the typical salary range for this position based on experience and other factors.
