City Engineer

Job Summary:

Under the direct supervision of the Building Safety Director, this exempt, at-will position, position performs professional, administrative and technical engineering duties for the City of Clovis.

**This position has been classified as a safety sensitive position and is subject to our drug testing policy to include pre-employment, random, reasonable suspicion and post-accident for the following prohibited substances: marijuana, amphetamines, opioids, phencyclidine (PCP), and cocaine, as well as any drug not approved for medical use by the U.S. Drug Enforcement Administration or the U.S. Food and Drug Administration.**

Typical Duties:

Reviewing engineering plans for capital improvement projects by evaluating and commenting on engineering plans and specifications and identifying and addressing problems with new construction projects and existing infrastructures.
Reviewing development plans by ensuring compliance with city codes, drainage codes and ordinances, and environmental standards and controls.
Reviewing plans of consulting engineers and contractors.
Providing technical support to construction services during construction projects managed in the design phase.
Making technical engineering decisions and establish technical criteria and standards.
Managing financial planning and budgeting activities by coordinating routing project maintenance tasks such as processing purchase orders, funding transfers and budget increases, approving and preparing pay requests for contractors and overseeing budget adjustments. Pursuing funding through partnerships with private sector and grant mechanisms.
Managing projects by assisting with planning, developing and executing development and infrastructure projects, researching and making recommendations concerning development projects, facilitating pre-construction meetings, working with project engineers, inspectors and contractors to resolve problems, monitoring the progress of strategic objectives and assisting with the department portion of the City Commission’s strategic plan.
Serving as project manager on complex construction projects; administering projects from inception to completion including design, review, public meetings, bidding and construction; developing scopes of work; serving as liaison to City staff, developers, engineers, consultants, the general public, and external agencies on proposed development projects; developing project timelines and setting priorities; assigning work tasks and overseeing the services of consultant staff.
Provides information for master planning, streets and flood control, working closely with the Public Works Department on such projects.
Prepares requests to obtain special funding for road, drainage, reuse, wastewater and landfill improvements from the State and Federal governments and administers the expenditures of such funds.
Performs engineering design and review of City and Public Works projects.
Meets and confers with consulting engineers, the City Commission, Planning and Zoning Commission and other agencies as required.
Studies, recommends and initiates (with Commission approval) wastewater collection and treatment systems improvement projects, solid waste collection and landfill improvement projects, city drainage system improvement projects, and traffic control system improvements.

Minimum Qualifications:

Bachelor's degree in Civil Engineering, management, or related disciplines plus five (5) years of increasingly responsible experience involving public works and other municipality engineering projects is preferred.
New Mexico Registration as a professional engineer is preferred or must obtain within one year of employment.

Licenses and Certificates:

Valid driver’s license equivalent to a New Mexico Class D.

Knowledge, Skills and Abilities:

Knowledge of:

Engineering principles and practices as applied to the design and construction of drainage and stormwater management facilities, paving and grading improvements, soil erosion control and related environmental issues and required permitting, potable water storage and distribution facilities, sewage collection systems, wastewater treatment and disposal facilities and operations, municipal transportation planning, and traffic control operations.
Managing capital improvement projects by reviewing construction specifications and contracts, establishing and maintaining contracts for capital improvement projects, evaluating and processing proposed change orders and pay requests, working with contractors regarding requests for information and field adjustments, enforcing schedules and conformance to contract documents and serving as the liaison between the contractor and the City.
Managing and coordinating capital improvement projects with internal and external sources.
Reviewing engineering plans, managing project activities and administering contracts.
Community Development processes, applications, and review procedures, including all departmental record keeping as related to public and private improvement projects.

Skills in:

Project management, budgeting, wastewater plant operations, landfill operations, street maintenance and improvements, solid waste collection, traffic control systems and environmental issues.
Directing work of others, to establish and maintain effective working relationships with employees, other departments, and the public, and a demonstrated ability to work with various community leaders and local officials.
Communicating effectively both verbally and in writing.

Ability to:

Establish and maintain effective professional working relationships with elected City officials, City Manager, Assistant City Manager, Department Directors and staff members, employees of outside agencies, members of the news media, and the general public.
Lead, oversee, and perform a variety of advanced-level professional duties and responsibilities involved in the research, planning, design, and construction of various engineering projects.
Serve as project manager on complex projects.
Perform a variety of technical tasks relative to assigned areas of responsibility.
Respond to questions and inquiries from the general public, developers, contractors, engineering professionals, and City staff regarding engineering and development projects.
Provide management and direction to the GIS function for the City of Clovis.
Communicate with the public by addressing questions and problems concerning capital improvement projects and existing infrastructure, and responding to public inquiries regarding current and future construction projects.
Lead or participate in the preparation of complex consultant services agreements, requests for proposals, and related contract documents; to evaluate and participate in the selection of outside consultants.

Environmental and Physical Factors:

Work is performed in a standard office environment. Stand or sit for prolonged periods of time. Occasionally stoop, bend, kneel, crouch, reach, and twist. Lift, carry, push, and/or pull light to moderate amounts of weight. Use repetitive hand movements, fine coordination and manual dexterity which permits the employee to operate standard office equipment and computer systems. Sufficient clarity of speech and hearing to permit the employee to discern verbal instructions, use a phone, and communicate with others. Sufficient visual acuity which permits the employee to comprehend written work instructions and review, evaluate, and prepare a variety of written materials.

Light physical demands; mostly desk work. Frequent to constant use of a personal computer.

Working Conditions:

Work typically performed in a standard office setting with occasional travel to various worksites and facilities. Regular attendance is an essential function of this position to ensure continuity of services. Occasional work beyond normal business hours. Position is subject to drug testing and regular driver’s license monitoring in accordance with applicable State and Federal regulations and City of Clovis policies.
