Position Title: Project Assistant (USRAP Oversight- Compliance, Monitoring, and Evaluation)
Duty Station: IOM Washington, DC
Classification: Grade G6 (3 positions)
Type of Appointment: Fixed term, one-year contract with possibility of extension, Full-Time (100%)

Under the overall supervision of the USRAP Global Coordinator and Senior Program Advisor and direct supervision of USRAP Oversight Officer, and in close coordination with the Regional Monitoring and Evaluation and Risk Management Officer at the Regional Office and relevant Units at Headquarters, the USRAP Project Officer Monitoring and Evaluation will be responsible for supporting all aspects of projects/programmes/strategy Monitoring and Evaluation (M&E), the development and implementation of the M&E system to strengthen monitoring and evaluation activities, data collection and analysis, reporting, to facilitate learning and recommend continuous improvements, where necessary.
Responsibilities for Internal Candidates
1. M&E activities: support management of M&E activities to facilitate comprehensive and detailed coverage of project/programme/strategy M&E activities, including compliance monitoring through all stages of implementation. Support ensuring a proper implementation of programmatic compliance requirements as stipulated in programmatic guidance. Support strengthening of USRAP global monitoring and compliance culture, including maintenance of USRAP global compliance Terms of References, duty lists and Post Descriptions. Support provision of technical support to USRAP global compliance functions.
2. Reporting: Support and where needed lead drafting of regular monitoring reports and monitoring briefs to be shared with relevant stakeholders to utilization of M&E findings. Ensure that monitoring data and reports are uploaded in relevant systems, and ensure maintenance and updating of said systems. Support preparation of monthly, quarterly, or annual project/programme/strategy and monitoring reports, participatory impact assessments, process and operations monitoring, real time, and midterm and final monitoring/evaluations and lessons learned workshops.
3. Data: Support development of USRAP standardized data collection tools and methodologies for data analysis. Support the designing of the format for performance reports in line with M&E guidelines and donor requirements, review and analyze the monitoring reports and targets, highlight the causes of potential bottlenecks in implementation and recommend corrective measures, where necessary.
4. Coordination: support planning of annual monitoring visits, including data collection, analysis and reporting, including global coordination between and across global offices. Coordinate USRAP efforts across field offices, units and the USRAP Global Coordination office in Washington DC. Collaborate with IOM/USRAP units, including country offices, and implementing partners on both quantitative and qualitative monitoring aspects to provide relevant information for performance management, donor reporting, and for complying with IOM’s institutional monitoring and reporting requirements. Support coordination efforts with IOM HQ units/divisions.
5. Risk management: Support and where needed lead the conduct of risk assessments. Lead and provide thematic guidance to Fraud Prevention and Ethics Committees (FPECs) located in field offices.
6. Communities of practice: support and where needed lead USRAP global Compliance Communities of Practice, including conducting monthly meetings, maintaining the compliance SharePoint, developing and updating tools and mechanisms, and leading compliance knowledge management.
7. Knowledge management: Keep abreast of developments in IOM’s Evaluation and Monitoring and Results-Based Management (RBM) functions to ensure compliance with IOM strategies and institutional monitoring and reporting requirements, including for the SRF, the IQ, PRIMA, and other regional M&E planning tools. Keep abreast of developments in USRAP and update internal guidance impacted on a quarterly basis. Update existing guidance documents where needed.
8. System development: support and lead where needed the development and maintenance of USRAP real-time monitoring systems. Contribute to and facilitate the regular sharing of M&E findings with relevant stakeholders and other IOM offices and departments, and that M&E data/reports are discussed in the appropriate forum in a timely manner, including to clarify discrepancies and clear gaps.
9. Capacity strengthening: Provide substantive inputs to strengthen capacity of IOM staff and partners to carry out M&E activities through training, mentoring, and coaching. Support and where needed lead M&E and compliance capacity development initiatives across the USRAP.
10. Perform such other duties as may be assigned.
Qualifications for Internal Candidates
- Master’s degree in International Relations, Political or Social Sciences, Business or Public Administration, Law or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
- Excellent knowledge of monitoring and evaluation concepts, approaches and techniques including qualitative and quantitative data collection and analysis methods, designing data collection tools, participatory approaches, and evaluative methodologies;
- Experience in project/strategy conceptualisation, development, monitoring, reporting and evaluation, including extensive experience in research methodologies;
- Experience in capacity-building activities, including design and delivery of trainings;
- Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
- Experience in organizing consultations, workshops and seminars with high level stakeholders;
- In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization; and,
- Knowledge of UN cooperation frameworks and bilateral donor programming requirements.
- Very strong data collection tool design, data collection, data analysis and reporting, writing, and research skills;
- Excellent skills in Excel, PowerBI, and any of the following: Tableau, STATA, Python, R, Kobo Excellent data collection tool design, analysis and reporting skills;
- Excellent communication and analytical skills;
- High degree of judgment and initiative, ability to work with a high degree of independence within assigned areas;
- Strong interpersonal and teamwork skills; and,
- Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
